Blackett: This letter presents Pacific Gas and Electric Company’s (PG&E) plan to conduct a screening- level portfolio risk analysis (SLPRA) to prioritize nine spillways for large capital improvement projects. PG&E will use the results of the SLPRA to support a long-term capital improvement program (CIP) to address deficiencies at its spillways. The CIP is a component of PG&E’s Spillway Assessment and Improvement Program (SAIP), which was initiated in 2017 following the Oroville Dam spillway incident. In early 2022, PG&E completed detailed engineering assessments for eight of its spillways and developed potential alternatives to mitigate deficiencies identified by the assessments. PG&E submitted the results of the assessments and alternatives analyses to FERC in May 2022. In the transmittal letters accompanying the alternatives analysis reports, PG&E committed to developing a risk-informed framework to prioritize spillway projects. PG&E plans to submit results of the prioritization effort, along with plans and schedules for further actions to improve the spillways, by July 31, 2023. In addition to the eight spillway assessments completed in early 2022, PG&E is currently assessing its Lake Almanor spillway. PG&E expects the Lake Almanor spillway assessment to be complete in early 2023. As described in a letter to your office dated June 30, 2022, PG&E plans to submit results of the assessment to FERC by April 30, 2023. In the meantime, PG&E will use preliminary results from the assessment to incorporate the Lake Almanor spillway into the SLPRA. Frank L. The plan describes PG&E’s proposed Level 1 risk assessment methodology and scope, identifies proposed members of the risk assessment team, and provides resumes for the risk facilitators for FERC’s review. As described in the SLPRA plan, PG&E’s first risk assessment workshop is scheduled for October 12, 2022. To maintain the planned schedule, PG&E respectfully requests FERC’s review and comment of the SLPRA risk plan by October 1, 2022.
