Let me acknowledge the general challenge we face sharing road improvement plans and the subsequent impacts on neighborhoods. Social media posts and press releases only reach a portion of the community and targeted mailers that are expensive and time-intensive to prepare tend to be ignored or considered junk mail by many. I can understand the frustration to see the work that’s been done and deduce that no additional work is planned. Hopefully, the information below will bring some clarity. While I can agree that the project schedule may not be ideal, your roads will eventually look as good (if not better) than theDurham treatments. The work done in the adjacent Durham community was completed in the past month or so. These roads received a “microsurface” that will help extend the pavement’s useful life another 10 years or more. Work to prepare Durham roads began in 2021 when road crews performed localized repairs and sealed cracks in advance of work done this year. It’s not uncommon for us to span road preservation work over two years – the first year using county road crews to prepare roads and the second year to place the final surface treatment using a specialized contractor to perform the work. Roads identified for improvement in Richvale are part of the same two-year program mentioned above but required considerably more effort than in Durham due to their condition to get them ready for final treatment. The gaps between the road surface and the curb on some roads have been in place for decades and are a unique feature of your neighborhood. While previous road surfacing projects in Richvale have left these gaps in place, we intend to close these gaps as part of this project. This work requires some additional planning and analysis above and beyond the routine road repairs. This prep work will be done inspring 2023 before the final road surface project. I recognize that this work leaves a somewhat undesirable quilt-like road condition that is not aesthetically pleasing in the short term. Structurally and functionally, these roads should be in better shape now than they were 3 months ago. The County plans to install a final microsurface treatment in Richvale that will look the same as the Durham work in 2023. Road resurfacing work is typically completed in the summer months when the weather is warm and dry enough to allow the road surface to adequately cure. Spring months are too unpredictable to perform this work and can negatively impact the quality of the treatment. We are also considering a two-layer surfacing alternative that would place a chip seal below the microsurface top layer. The finished product will look the same as the one in Durham but would last much longer than a standardmicrosurface treatment. That decision will likely be made in spring 2023 and will depend largely on the available budget. We are always available by phone or email to share information about this and other work, and you’re welcome to reach out to us anytime to ask about updates to the proposed work in Richvale. You stated that, that is how the projects are managed and that it will be completed next year. As seen in the pictures previously, the roads look horrible and were not paved from gutter to gutter. So, I am curious as to why Durham's roads were just paved and they did a beautiful job where the pavement went gutter to gutter in the whole neighborhood. Why does our neighborhood look half completed and Durham's neighborhood looks beautiful? We are both county neighborhoods so there shouldn't be a difference. We are just sounhappy and seeing the roads in Peterson Estates in Durham really has us confused and frustrated that our roads look awful and as if the job was just abandoned. I have attached the roads just completed in the last couple weeks in Durham. Please explain. We deserve more! However, the work that had been done looks awful and completely unfinished. I contacted Butte County Public Works and spoke to a gentleman, Doug I believe that said there is no more work to be done on the roads this year. Apparently, we are supposed to get them chip sealed next year sometime but residents have looked on the agenda, budget and saw that we were not on that list. This really is a mute point because the roads can not be left in thestate they're in. I have attached several photos of the roads in our town and I am quite confident that if this was your neighborhood, you would not allow this work to remain in the state they are in. There is at least 15 feet along the roads on each side that are unpaved and look absolutely ridiculous. Please look at these photos and get the crew back out here to complete the job. We can not wait until next year for a chip seal, especially when it sounds like that probably won't happen. In addition to that, I was told that chip seal is where gravel will be laid down on the roads. We do not want gravel roads! Our children ride bikes, scooters and walk our dogs on the roads. We all take great pride in our yards and our town and would like our roads to look as nice as our homes and yards do. This is just not ok. Especially on Lindale where my home is. We have sidewalks and the unfinished roads look absolutely awful. Please send the crew back out and finish the paving over the entire road.
