Dear Mr. Connelly,
It has become readily apparent that the legal representative provided to the Assessment
Appeals Board has little knowledge of property tax law and even less desire to acquire any. This
has led the Assessment Appeals Board to reach conclusions that are sometimes contrary to law.
In an effort to avoid future litigation against the Assessment Appeals Board, I am requesting
legal counsel to assist the Assessor’s office in hearings before the Assessment Appeal Board. I
am making this request pursuant to Government Code Section 31000.6. If it is determined that
this presents a conflict of interest for county counsel or the district attorney, I hereby request
that outside counsel be contracted.
I would be happy to answer any questions relating to this request.
