In fact, “Pfizer CEO Albert Boula explains to the World Economic Forum there’s a surplus of 7,000,000,000 dosesof his COVID ‘vaccines’ sitting in warehouses because there aren’t enough educated populations that believe the‘vaccines’ are doing well.“ The CEO of Moderna: “It’s sad to say I’m throwing 30 million doses of the coronavirus‘vaccines’ into the garbage because no one needs them. We have a big problem with demand.” Let me warn you,people are NOT buying what the Butte County Board of Supervisors and Public Health are selling. Even Bill
Gates said, “The ‘vaccines’ don’t have much in the way of duration, and they’re not good at infection blocking.”And Andrew Wakefield says, “72% of Americans are either not getting the first dose, not getting the second dose,or not getting the booster. This is an abject failure on behalf of that vaccine program. Bill Gates is a brokenman…the public do not trust them anymore.” Which is what many in this community have been telling Board ofSupervisors for a long time. We have learned that these drugs are actually harming and killing people which hasalso been exposed by the Pfizer documentation. And to make matters worse they actually spread the pandemic.
We don’t trust YOU or them! People are thinking logically and I believe YOUR and THEIR days are numbered.
I sent you the video of the “vaccine” injured. Hours after Danielle’s second dose of the Pfizer “vaccine” she fell ill.She said, “I’m a shell of what I was.” Then she stood up as her body violently shook to show you what she nowhas to go through everyday.
Then Angelina explained she began having convulsions and was unable to walk. She would beg her doctors,“Please help me!”
Candace experienced painful burning and pricking in her legs and back three weeks after her second COVIID“vaccine”. She spent 28 days in the hospital and was discharged without a diagnosis. It is not ethical that theysent me home with a walker and an order for a potty chair,” she says.
“Why aren’t your hearts broken? This is a humanitarian crisis. People are suffering. It’s inhumane and not moral.It could be your mother. It could be your child.” STOP the harm being perpetrated on our communities!
People are learning the truth and are suing over COVID mandates that hurt themselves and their families andinfringed on their constitutional and medical liberties. I believe YOU are going to loose as more and more people
are going to file more and more lawsuits. There is NO approved FDA “vaccine”. People were “tricked” into takingthe “vaccine” and abiding by harmful mandates such as covering their faces. Just as the World HealthOrganization will learn there is NO treaty that overrides the Constitution. The Constitution is our absoluteprotection. YOU must learn to abide by We the People. YOU can’t take away our GOD given rights. We were bornwith them.
I recommend this Board and others including DA Ramsey stop saying, “It’s the law.” The only people who appearto breaking the “law” are the public officials - not the People. COVID Code enforcement was illegal and I havesent you countless documentation of the real laws of our land. Must I remind everyone of the Bay AreaTransparency, YouTube video, titled “THAT’S FINE! BRING IT!!!!!“ with almost 400,000 views where he claims,“Worst behavior of public servants you have ever seen in your life”? It breaks my heart to watch the video I sent you of Dr. Paul Marik. He is the second most cited ICU doctor in theUSA. He broke down in tears talking about the humanitarian catastrophe that is being caused by COVID“vaccine” side effects. It’s not a “vaccine” in the traditional sense. It’s an experimental gene therapy injection thatis maiming and killing people at an unprecedented rate. The consequences are going to be great on our society.On the other hand it is deeply disturbing Board of Supervisors (and others) appear to not care what is happeningin our community and around the world, and I hope will be held accountable to the fullest extent of the law. Yourindifference to other people’s pain is shocking, appalling and deeply saddens me. Especially since you have beengiven a privileged position and should profoundly care about the people you serve.
Where is the Covid-19 Update on the Board of Supervisors’ agenda? You are appear to be trying to STOP thismessage from getting out to the public. How can Board of Supervisors and Public Health promote and distribute a“vaccine” under Emergency Use Authorization (EUA) when you both claim there is NO emergency. “There may bea United States Emergency Use authorization (EUA) for babies to five years old - I must conclude that we arelooking into an abyss of evil not seen since the 1945.” Naomi Wolf.

You must end ALL health emergencies, end any and ALL mandates, STOP this shot in Butte County, completelyand truthfully inform the public, and do NOT implement ANY mandates in the future. The Public is able to maketheir own health decisions and do NOT need interference - especially from local government. You have NO legalrights (perhaps have been) and will be practicing medicine without a license. There is NO emergency in ButteCounty and NEVER has been an emergency regarding Covid-19.
Butte County Public Health is required by law to prove we were in an actual emergency and it’s the Board ofSupervisors’ job to make sure that this legal obligation was fulfilled. NO Butte County Health Officer has everattended and provided evidence, as required by law, to support a local health emergency. You have removed theCovid-19 Update in Butte County; however, I watch the Covid-19 Update in other counties. This is a requirementof law and it takes away the residents’ right to be informed and give their opinions and concerns which is a FirstAmendment right and required by the Brown Act. I demand you place it back on the agenda until ALL healthemergencies have been eliminated and the Emergency Use Authorization Criteria is null and void and no“vaccines” are allowed and a new set of laws will be in place. Ms. Danette York, Board of Supervisors, (andothers) need to be held liable for preventing evidence that does not provide the whole picture and information onCovid-19. This is not informed consent, this is coercion, and I AM OUTRAGED AT THE COVID SHOT DEATHSAND MANY INJURIES!
“There was an opportunity to limit the loss and none was taken. You are on a collision course with theALMIGHTY.” Dr. Fleming recently reported, “If you are an elected official and taken an oath or even a non electedofficial that has been placed in a position of authority you have violated treaties, criminal statutes, liberties andcivil rights of Americans, U.S. Constitutional Law, and by definition you have committed treason. These arecriminal actions and people need to be held criminally responsible for their actions.”
It appears the government has caused an epidemic of suicides, bankruptcy, overdoses, domestic abuse, delayedthousands of life saving surgeries, psychologically damaged generations of children, taken two years of freedomfrom everyone, abolished the rule of law, created psychological and mental stress, and allowed many to diewithout family members surrounding them (extremely cruel), and caused many other harms too numerous to listhere. Let me remind you NO ONE has been untouched by the COVID lies and deceit.
I ask that you educate yourselves on Stockholm Syndrome in which hostages develop a psychological bond withtheir captors during captivity, psychological warfare techniques (being inflicted on our young people as well asmany others), How America Fell Victim to Mass Delusional Psychosis by Mark McDonald, Zimbardo’s FamousStudy on Stanford Prison Experiment (where guards were placed in a position of power and they began tobehave in ways they would not usually act in their everyday lives or other situations. Where the question wasasked: Do good people do bad or evil things?, the Asch Conformity Experiments where a series of studies wereconducted to see if and how individuals yielded to or defied a majority group and the effect of such influences onbeliefs and opinions. A study of conformity effects on people and their reactions, and the Milgrim Experiment(obedience to authority figures which was a series of psychology experiments conducted by Yale Universitypsychologist Stanley Milgrim) to name a few. Then you and our law enforcement agencies should be familiarizedwith Ordinary Men by Christopher Browning. He shows how “men were transformed psychologically from ordinarymen into active participants in the most monstrous crime in human history.”
Our Public Health Officials and local politicians know these “vaccines” are hurting healthy adults and children andhave not notified Butte County residents. A huge backlash and public outrage is coming as the true number of
deaths and injuries caused by the experimental “vaccines” is made known. “Watch out! You have never faced therage of thousands of mothers” warns Naomi Wolf. The Expose’ reported “12,548 children have suffered a seriousadverse event due to the COVID “Vaccines” in the USA; and 106 kids have sadly died,” dated May 4, 2022.
Karen Kingston offers “Gene therapy products are all products that mediate their effects by transcription and/ortranslation of transferred genetic material and/or by integrating into the host genome and that are administered asnuclei acids, viruses, or genetically engineered microorganisms. The products may be used to modify cells invivid or transferred to cells ex vivo before administration to the recipient. See section III of FDA’s guidance entitled“Guidance for Industry: Gene Therapy Clinical Trials - Observing Subjects for Delayed Adverse Events” datedNovember 2006.Http://www.fda.gov/biologicsbloodvaccines/guidancecomplianceregulatoryinformation/guidances/cellularandgenetherapy/ucm072957.html. She says, “these are bioweapons whose purpose is to poison, harm, and kill with theirown patents.” I have sent you and law enforcement agencies in Butte County these patents with NO response.

Still Butte County agencies and officials aren’t officially warning the Butte County residents about these and otherrisks despite having been privy to this information for approximately two years or more. Butte County officialshave access to the same safety data we in the community have and this might be considered misconduct inpublic office. Government is setup to protect the people - not harm them. So, when harm is committed they areno longer acting in their official capacity they are acting in their personal capacity which could bring personal
liability they hadn’t anticipated. It’s irresponsible not to take action. We need to protect the children, thevulnerable, and damaged.
A “vaccine” with reports of wayyyy over a million adverse events and deaths is NOT safe, effective, or free aspromoted by Butte County Board of Supervisors and Butte County Public Health as anyone can clearly see. Thecenter for Disease Control and Prevention released new data showing a total of 1,400,350 reports of adverseevents following COVID-19 vaccines between December 14, 2020 and September 2, 2022 up 14,952 up theVaccine Adverse Event Reporting System (VARES). VARES is the primary government-funded system forreporting adverse vaccine reactions in the U.S.
It is a voluntary reporting system for reporting adverse reactions to the U.S. and has been estimated to accountfor only 1% of vaccine injuries. As of May 27, 16% of deaths occured within 24 hours of vaccination, 20% ofdeaths occurred within 48 hours of vaccination, and 59% occurred in people who experienced an onset ofsymptoms within 48 hours of being vaccinated.
Every Friday, VARES publishes vaccine injury reports received as of a specified date. Reports submitted toVARES require further investigation before a causal relationship can be confirmed.
The data included a total of 30,796 reports of deaths - up 449 over the previous report. And 235,041 reports ofserious injuries - up 4,677 (old number) with tragic stories that never end. I sent this board an article from The
Expose’ dated May, 3, 2022 entitled “How many people have been murdered by the COVID-19 injection?” Thisarticle includes 16 pages with links as one rather large example. No response from Butte County Board ofSupervisors, DA Ramsey, Sheriff Honea, or Butte County County Counsel.
NOTE: *Children have a 99.97% chance of recovering from COVID; however, if they DON’T get the shot theyhave a 100% chance of NOT being vaccine injured! “A scientific study conducted by scientists from the U.S. Foodand Drug administration and the Centers for Disease Control found Covid-19 Vaccination increased Children’srisk of suffering Myocarditis by over 13,000%.” Attorney Todd Callender, “Based on what we are seeing, the ratesright now are excess mortality of 84% and excess of every kind of disease at 1100%. We are expecting a 5,000%
or so increase in excess mortality for this year 2022. An enormous number.” Note: No claim is being made dataare accurate because of the fraud, lies, censorship, propaganda, etc. There is a lot of unexplainable data andtherefore may contain fraud in the analysis. Data have been observed disappearing in real time in both VARESand DMED. Expert data collectors must concluded the real numbers will be massive. Many nefariousopportunities have made their way into the COVID fraud and must be sorted out.
Dr. Cole says, “It is an absolute crime to inject this liquid into the arm of a child. There is no way we use ourchildren as human shields and guinea pigs when kids survive this virus statistically at 100%…a shot that is nowALL risk with NO benefit.”

Biden Administration makes available 10 million doses of COVID vaccine for kids under 5 - before FDA authorizesshot!!!!!!! The White House unveiled its “Operational Plan” for vaccinating this group - one week before the U.S.Food and Drug Administration are scheduled to meet for babies as young as 6 months old! The White House willfocus on parents, especially moms.

Kennedy, Jr. “The countermeasures, including the vaccines, were never about science orpublic health.” “Now they have departed from common sense and into naked cruelty and barbarism. Byrecommending an unapproved, experimental, zero-liability, and high-risk medical intervention for an illness thatposes zero statistical danger to that age group, the White House has made itself the enemy of America’schildren.”
“The Pharma gods have demanded child sacrifice and high priests of public health have offered a generation ofinfants. Now more than ever, parents and physicians must step into the breach to protect our babies from ourgovernment.” He put them on notice he (and others) are poised to take legal action. “Vaccines have a negativenet efficacy but puts them at risk of many adverse health consequences, including heart damage, stroke and
other thrombotic events and reproductive harms.” Children under 5 could begin receiving the vaccines as early asthe week of June 20th.
As of May 27, 5,559 pregnant women reported adverse events related to COVID vaccines, including 1,740reports of miscarriage or premature birth; and it was recently reported “4,154 fetal deaths reported in VARESfollowing COVID-19 vaccines”.
We know Covid-19 vaccines do NOT prevent infection or viral transmission and natural immunity is robust and farsuperior. In addition to VARES website we have the Yellow Card (1,490,271 injuries and 2,132 deaths throughMay 27, 2022), Eudra System (44,518 dead and 4,269,225 injuries through May 22, 2022) whistleblowers, DMEDdata, insurance documentation (data shows 40% increase in death of people under 64 and calls this the worsecoverup in human history & includes other injuries), Senator Ron Johnson’s Senate Hearing on COVID-19: ASecond Opinion with world renowned doctors and medical experts, U.S. Senate expert witness testimony statesthere are 410,000 unexplained deaths in Americans. RFK Jr. shows, “Why the COVID-19 jab is the most deadlyvaccine in history.” I also sent you Dr. Mike Yeadon, The COVID Lies with his resources.
Coronavirus vaccines would have been withdrawn from the market due to the UNACCEPTABLY high mortalityrate. Usually a vaccine is withdrawn from the market after 50 deaths or less. VARES is supposed to act as anEARLY WARNING SYSTEM and no one is being given legal INFORMED CONSENT which is a violation of ourlaws, the Nuremberg Code (known as the Code of Regulations), as well as many others including but not limitedto 21 U.S. Code 360bbb-3. Voluntary consent is essential! Almost 1,300 side effects including death have beenreported by Pfizer data and no one in their right mind would knowingly take this kind of chance with their health.Del Bigtree says, “Probably 250,000 people have been murdered by the Covid-19 shot.”
Butte County Board of Supervisors (and others) appear to have broken many state and federal laws by faking amedical emergency for funding.
18 U.S. Code 1040 - Fraud in connection with major disaster or emergency for benefits to get funding. This is acrime and you could be charged with 30 years in prison.
18 U.S Code 1038 - False information and hoaxes. The hoax in this case there is NO emergency. The penaltycould be life in prison.
CA Health and Safety Code 101080 - Requires you by law to terminate the emergency at the earliest date.
Penal Code 148.3 - False reporting an emergency. There is NO emergency.
Title 18 U.S.C. Section 242 - It’s a crime to willfully deprive a person of a right or privilege under the Constitutionby local officials. You could be imprisoned up to life.

We the People DO NOT approve of unlawful actions by the Butte County Board of Supervisors (or others).
Money is NOT a reason to put Butte County residents and their children in harms way.
The pandemic was a hoax created by a fake PCR test (which can not diagnose), fake news and unscientificscience. NONE of the tests are approved or validated. They all are under emergency use authorization (EUA).This level of malfeasance (wrongdoing or misconduct especially by public officials) has never happened in ourhistory. “Australia is admitting COVID shots are harming people and they are offering up to $600,000 incompensation.”
The scientific facts are clear: Masks, lockdowns, social distancing and vaccines have all proven failures and muststop! The harm especially perpetrated on our youth is unconscionable. These catastrophic mistakes will not beable to be covered up. Butte County Board of Supervisors had the opportunity to decide not to lockdown ourcounty and tell ALL businesses they are essential. You should have backed your local businesses not harmedthem with silly mandates. Uphold the constitution - it’s the law of the land! You answer to We the People, and wedemand more out of our public servants.
Masks cause carbon dioxide poisoning, significant and possibly permanent damage to a child’s brain, drop in I.Q.points reported in newborns, lowers I.Q in other age groups (Children born during the pandemic reportedly lostas many as 21 I.Q. points.), retards speech and language development, cripples social skills, and has lead todepression, self harm, substance abuse, increase in suicides, and crime due largely to the lockdowns, masking,and social distancing. In addition, masks violate CA Education Code 49005.1 and CA Education Code Sec (4)

Board of Supervisors have the authority to rescind all health orders, mandates, and “‘vaccines” in Butte County.They are morally, ethically, and legally obligated to warn their constituents of the dangers these shots present tothe people in Butte County and their children. The office of the Board of Supervisors serves to preserve, protect,and defend the Constitutions of the United States and California. Board of Supervisors have a duty to faithfullyexecute our laws not to repeatedly engage in conduct that violates the Constitutional rights of the citizens of ButteCounty. When there is fraud immunity disappears. It is null and void and there is no statue of limitations on fraud.
What is the official safe limit in terms of deaths and injuries reported to be the actual numbers that is deemedacceptable, above and beyond which the program must be stopped given that the Covid-19 “vaccines” are statedto be “SAFE*EFFECTIVE*FREE” by Butte County Public Health and Board of Supervisors? Tell us what is theofficial safe limit in terms of deaths and injuries reported?
The fallout of the pandemic is going to be catastrophic - especially on the children! The “vaccines” are deadly andcause severe injuries at alarming rate and therefore must be stopped in Butte County. If Butte County residentsare not getting educated how do they make an informed decision?

I WOULD LIKE TO MAKE THE FOLLOWING DEMANDS of BOARD OF SUPERVISORS AND BUTTE COUNTYPUBLIC HEALTH:
1.) “We declare and the data confirm that the COVID-19 experimental genetic therapy injections must end.”Global Covid Summit
2.) Provide proof with real information and facts that these “vaccines” are SAFE*EFFECTIVE*FREE as promotedby Butte County Board of Supervisors and Butte County Public Health.
3.) I demand answers to questions that this Board and Public Health have failed to answer. I barely scratched thesurface of the questions we need answered as a community in 4.05 Termination of local health emergency dated5/24/22.
4.) Put the Covid-19 Update back on the agenda and allow the public to speak on this matter and receive honest,real, and factual information.
5.) I demand allegiance to the Constitution or leave office.
Let me warn you, when a demand is made and not followed there is no immunity, and where there is evidence ofa misdemeanor being committed and you do nothing you become part of the crime.

Once again, using the PG&E Settlement Fund for cashflow provides a benefit to
the entire County without detracting from the County's eventual ability to
commit funds more directly to Camp Fire-affected communities. Reducing
interest expenses from the General Fund will allow department staff to
include known costs in future budget requests rather than dipping into the
Settlement Fund in the future.

Most provisions of Chapter 53 are no longer relevant. The need for all
forms of housing in the unincorporated burn scar remains acute. Public
sentiment among those with sufficient resources to have obtained
permanent housing by now does not favor the extension of interim housing
allowances, even though 20% of Fire Victims Trust claimants have not yet
received determinations and none have received anything close to full
compensation for their loss, never mind what it now costs to build. We
are no longer in the emergency response phase; the immediate response
has failed, and unlike Mark West or Mountain Shadows, prompt
repopulation is not going to occur.
Extension of interim housing allowances will enable continued
substandard housing for current residents who were not displaced by the
Camp Fire. Displaced persons still living in garages and bumper-pull
trailers need proper housing, here in their own community. We should at
least have had earthquake shacks by the spring of 2019; instead we still
have nothing. Community members who were renting or living in old mobile
homes of minimal value have been ignored.
The portions of Chapter 53 which will lead to permanent housing should
be made permanent; temporary provisions should expire. Article VI of
Chapter 26 should permit Owner-Built Rural Dwellings in the small
portion of the Town's Sphere of Influence where the parcel sizes allow.
Reconstruction of dwellings made non-conforming by setback increases in
the previous General Plan update should be permissible with
non-combustible materials; otherwise many undersized lots will become
functionally unbuildable.
The Upper Ridge Community Council would be glad to discuss with staff
what amendments to County code would best facilitate satisfactory
housing for current, past, and future residents.

We can all agree that another catastrophic event will happen most likely in our lifetime. Whether it’s another fireflooding war or threat of wars. We choose how we respond and protect our community. Unfortunately this isslowly being removed from local control and local response. For example our county now is under three executiveorders limiting the cost of goods and services and their price. The most recent one being an executive order dueto the extreme heat wave. How many executive orders do we need? I asked this as this trend continues the local supervisors impact and role will be diminished and no longer needed. I support the signing of this letter as a step towards showing support for local control

In 2004 wepurchased 3 duplexes and committed to the Chico community to offer them at prices 30 to 40% lower thanmarket - each side (3 beds, 2 baths) should rent for $1400 month, and we chose to rent them between $850 to$975, all while maintaining and upgrading them to a high standard. Prior to the Camp Fire, our average rentincrease was $25 every 2 to 3 years, translating to a rent increase far below average inflation (1 to 2% a year).We've done this in an effort to provide people a decent home and still have money in their pocket to save to buy ahouse of their own, and coach them to do so. Over the last 14 years, we're happy to share we've helped 2 families form and go on to purchase their own homes in the Chico community. We are proud of this form ofbenevolent capitalism.
Due to our largess, however, we are now punished by this Executive Order. Because we kept our base rents sosmall, we are disallowed from making adjustments needed to at least keep up with inflationary costs such asutilities (we pay water, garbage and sewer as part of the base rent), property taxes, and maintenance costs dueto the 10% cap over the last 4 years. Had we instead chosen to be predatory and charge full market rates, thenwe'd still be able to have increase rents by significant amounts and push the burden to our tenants who can leastafford it.
We ask the Board to send a strong signal to Governor Newsom via this letter urging him to release us from thismarket distorting order that no longer serves any benefit to those in the community, and allow benevolentlandlords like ourselves to continue to serve the community we love.

We stand strongly in support of this letter.
Rental housing providers in Butte County have been under a relentless series of emergency order extensions thatis now nearing its four year mark. While other counties have been added and removed from this list, Butte Countyremains the only county in the State that has remained on this list this entire time.
Rental housing providers find themselves in the position of being deemed villains for raising rents no higher than2.5% on average per year over the past four years while hyper-inflation drives operation and maintenance costscompletely out of control. The inability of rental housing providers to recoup expenses and invest in theirproperties, hurts the effort to provide affordable and good quality housing to members of our community.
On behalf of owners and operators of manufactured home communities in Butte County, WMA respectfully asksthe Butte County Board of Supervisors to approve this letter and send it to the Governor's office as soon aspossible.

We should consider Property owners in Butte County more thoughtfully. Not only are we last on the list for any
competition/ consideration of claims from the Campfire losses. Now we have continued to have only 10%
increase over 4 years! We have to paint and repair and most recently the property had to have a new HVAC. We
were below market rate of $1800 for a 5 bedroom 2 bath house. We have no money to invest in other properties
or begin rebuilding on our 2 paradise lots leveled by the fire. It would be novel for local government to understand
the challenges we face as property owners in Butte County
