Good morning –
On August 25th, I sent out an email to the Board on efforts to identify potential Cohasset
residential green waste programs available to residents through existing Chico programs.
Chico shared that they have a green waste facility that is operated by Waste Management at
the airport, and we have verified through Waste Management that they take materials from
residents throughout Butte County. The site was temporarily closed on August 31st due to
adjacent road construction work and was expected to reopen yesterday per a Chico press
release, but we haven’t been able to verify if that is the case.
I have attached the Waste Management green waste pricing sheet for your information. The
sheet also includes a list of prohibited items that are similar to the prohibited items in our WUI
residential green waste program.

Per our conversations at yesterday’s meeting, I wanted to reach out with various topics you
requested additional information on as follows. If any individual member wishes to chat about
these or other items, feel free to reach out to me directly. - Josh
Full-Depth Reclamation (FDR) Overview
I’ve included a brief 3-minute YouTube video outlining the benefits of FDR. The FDR
process recycles existing road materials and uses them as part of the finished road product
which reduces hauling costs, speeds up the project delivery process, and reduces GHG
emissions compared to other traditional methods. We tend to add cement to the FDR process
(called FDR-C) which further increases the strength of our roads and can lengthen the time
before a follow-up treatment is needed. Recent work on Hegan Lane, Ord Ferry Road, and
Foothill Blvd all utilized the FDR-C process, and the upcoming Bald Rock Road
Rehabilitation Project will use the FDR-C method to restore damage from the North Complex
fire.
While FDR-C is a valuable tool in our pavement management toolbox, it is not applicable or
appropriate for all occasions and is carefully compared to other methods when considering
roads for future repair or rehabilitation. We also utilize a state-of-the-art cloud-based software
system called StreetSaver that helps us determine the best technique based on numerous
factors. With that said, we have been pleased with the results of the aforementioned projects
and look forward to considering FDR for future projects.

Project
I have attached a copy of the RFQ per the Board’s request. The process opened to the public
on May 5th and closed on June 21st.
Butte County Public Works Road Recovery and Restoration Report
A link to that report can be found by clicking HERE, and a link to the PowerPoint presentation
can be found HERE. Those discussions occurred on August 10, 2021. The Department
followed up with our 2022 Capital Improvement Program, which included updated project
information and costs in March 2022. We anticipate revising this information again as part of
our upcoming 2023 Capital Improvement to reflect the completed Camp and North Complex
Fire projects and update funding information for the remaining projects.
