The reason being that the 1 lot and remainder parcel map would be considered a subdivision under state and county lavjs. TPM 13-0010^ a parcel map that was approved under your application back in 2013j created 4 parcels. Creating an additional parcel will trigger the rules for a subdivision map and corresponding improvement standards. The Lot Line Adjustment would not create additional parcels and would not trigger further improvement standards. Please let me know if you have any further questions.
