List and describe any other related permits and other public approvals required for this project, including those required by city, regional, state and federal agencies. 3. Describe the site as it exists before the project, including information on topography, soil stability, plants, animals, and any cultural, historical, or scenic aspects. Describe any existing structures on the site and the use of the structures. Describe the surrounding properties, including information on plants, animals and any cultural, historical, or scenic aspects. Indicate the type of land use (residential, commercial, etc.), intensity of land use (one-family, apartment houses, shops, department stores, etc.), and scale of development (height, frontage, setback, rear yard, etc.). 5. Include any special studies prepared for the project site including, but not limited to traffic, biology, wetlands delineation, archaeology, etc. Please contact Planning Division Staff with any questions. PROJECT DESCRIPTION The proposed project is a new Tillman Infrastructure wireless communications monopole, 105’ in height. Verizon Wireless will be the first tenant, and the facility is designed to accommodate co-location by two additional wireless carriers. Ground equipment will consist of four Verizon equipment cabinets, utility cabinets and a diesel emergency back-up power generator with a 150-gallon fuel tank, enclosed within a chain link fenced area encompassing approximately 800 square feet. A new 15’ wide gravel access road will be constructed to provide access directly off of Neal Road. The facility will be un-staffed, and once in operation will generate approximately one vehicle trip per month for routine maintenance and inspections. In addition to providing co-location opportunities for other carriers, the subject project will replace Verizon’s existing facility, currently located on a PG&E high power transmission tower at 694 Neal Road (parcel 040-120-007). Verizon’s equipment will be removed from the tower. PROJECT SETTING DESCRIPTION 1) Development Schedule: Project construction will commence as soon as the necessary Butte County Planning and Building Permits are approved; estimated fall of 2023. This will be part of Verizon’s wireless network, but no other incremental activity is associated with this application. Future co- location by other carriers will occur as dictated by carrier needs, and those projects would occur under future permits from the County. 2) Related Permits: Verizon’s antennas will operate under an FCC License. 3) Existing Site: The proposed facility location is level, vacant land located on a parcel used for storage and staging of construction materials. There are no known sensitive natural, cultural, historical or scenic resources on the site. 4) Surrounding Properties: Lands to the east, south and west are vacant grassland, zoned AG-20/Solid Waste Management Facility Overlay. Lands to the north are a municipal waste management facility, zoned P/Solid Waste Management Facility Overlay. There are no known sensitive natural, cultural, historical or scenic resources on the site. 5) Special Studies: None, however a geo-technical report will be prepared prior to development of construction drawings.
