Oroville CA 95966   THE CALIFORNIA HEALTH AND SAFETY CODE AND THE STATE FIRE MARSHAL’S REGULATIONS REQUIRE THE FOLLOWING FIRE SAFETY DEFICIENCIES BE CORRECTED:   Project Information A required Fire Life and Safety inspection pursuant to Health and Safety Code § 13146.3 was conducted on December 20th/21st, 2021 at the above location. During the inspection I was accompanied by Palermo School District Head of Maintenance Carlos Aguilar and Firefighter Brandon Biermann. The following deficiencies are required to be repaired and/or corrected. These deficiencies will be labeled as P1, P2 or P3 throughout this report. P1: Highest Priority, must be completed by Tuesday February 15th, 2022 P2: Second highest, priority and must be completed by Tuesday March 1st, 2022 P3: Third highest, priority and must be completed by Tuesday March 15th, 2022 Deficiencies For all occupied rooms: A minimum clearance corridor of 36 inches must be maintained in front of all fire alarm pull stations. CFC 907.4.2.6 A working space of not less than 30 inches in width, 36 inches in depth and 78 inches in height shall be provided in front of electrical service equipment. Storage is prohibited within the designated working space. CFC 605.3 Open junction boxes and open-wiring splices shall be prohibited. Approved covers shall be provided for all switch and electrical outlet boxes. CFC 605.6 All drapes, hangings, curtains, light coverings and other decorative materials, shall be made from a nonflammable material or shall be treated and maintained in a flame retardant condition with a flame-retardant solution approved by the State Fire Marshal. T-19 3.08 Portable Fire Extinguishers shall not be obstructed or obscured from view and a minimum clearance corridor of 36 inches is required. They shall be securely mounted on brackets or placed in cabinets a minimum of 4 inches off the ground to not more than 5 feet off the ground. CFC 906.6/ T-19 567.3/ T-19 567.6 Each classroom with more than one exit must have one designated exit to be signed with an exit sign that is internally or externally illuminated at all times; signs shall be connected to an emergency power system that provides illumination for not less than 90 minutes in case of primary power loss. CFC 1016.2 & CFC 1013.6.3 In the event of power supply failure, an emergency electrical system shall automatically illuminate the means of egress in areas that require two or more exits (emergency lighting). CFC 1008.3 Each school shall prepare procedures to be followed in case of fire or other emergency and shall post in each classroom or assembly area a plan showing paths of travel to evacuate and an alternate route. Classrooms shall also have posted instructions to be followed by the teacher. T 19 3.13(a)(2) All evacuation plan maps must show the safest/ quickest route of travel to the exterior of the building. Means of egress shall not pass-through kitchens, storage rooms, closets or spaces used for similar purposes, or through rooms subject to locking. Evacuation maps must be posted near the designated egress door. CFC 1016.2 Every person managing or in charge of any public, private, or parochial school shall cause the fire alarm signal to be sounded not less than once every calendar month at the elementary school level. T19.3.13(a)(1) Artwork and teaching material shall be limited on walls or corridors to not more than 50 percent of the wall area. CFC 807.4.3.2 Hanging or displaying artwork, teaching or decorative material from the ceiling is prohibited. CFC 703.3 Classroom 22A Preschool: P1-36-inch clearance corridor in front of the extinguisher is required. P1-Extinguisher must not exceed 5 feet above the ground. P1-Illuminated exit sign is required on designated egress door. Classroom 22B Preschool: P1-36-inch clearance corridor in front of the extinguisher is required. P1-Power strip used as permanent wiring for Smart Board and Air freshener is prohibited. P2-Paper style window blinds must be removed. All window coverings shall be made from a nonflammable material or shall be treated and maintained in a flame retardant condition with a flame-retardant solution approved by the State Fire Marshal. P2-Hanging or displaying artwork, teaching or decorative material from the ceiling is prohibited. The tulle fabric must be removed. P1-Illuminated exit sign is required on designated egress door.
