FLOOD ZONE COMMENTS: by: Michael Main, P.E., Plan Check Engineer
1. The site is located in FEMA flood zone AE per FEMA Flood Insurance Rate Map (FIRM) number
06007C0520E. The proposed work consists of a remodel and/or addition to an existing structure. Please
complete Butte County’s Flood Plain Declaration Form and Substantial Improvement Worksheet.
a. If the value of the improvements is less than 40% of the market value of the existing structure, then filling
out these two forms (Flood Plain Declaration and Substantial Improvement Worksheet) is all that is
required.
b. If the value of the proposed improvements is close to or exceeds 40% but is less than 50% of the market
value of the existing structure then a certified appraisal is required to verify the work does not exceed the
50% threshold.
c. If the improvements exceed 50% then FEMA considers the work to be a substantial improvement and the
applicant must submit a FEMA Flood Elevation Certificate (2 copies) verifying the lowest floor of the
structure as well as the 100-year base flood elevation (BFE) and complies with FEMA regulations and
Butte County’s Flood Hazard Prevention Ordinance (Butte County Code Chapter 26, Ordinance # 4041).
The FEMA Flood Elevation Certificates must be prepared by a California Registered Professional
Engineer or Land Surveyor.
(PC2) – Flood Declaration Form and Substantial Improvement Worksheet was filled out and submitted.
However, the Substantial Improvement Worksheet does not appear to be properly filled out. The Existing
Structure Value can only include the market value of the residence. The value of the property cannot be
included. Please resubmit a revised Substantial Improvement Worksheet by reducing the Existing
Structure Value to reflect the market value of the residence only (without the value of the land / property).
