HomeMy WebLinkAbout22-170Resolution No. 22-170 RESOLUTION BY THE COUNTY OF BUTTE GROUNDWATER SUSTAINABILITY AGENCY THAT AN APPLICATION BE MADE MANAGEMENT GRANT PROGRAM SGIVIA IMPLEMENTATION GRANT. WHEREAS, the County of Butte is a Groundwater Sustainability Agency ("County of Butte GSA") in the Butte Me TWERINW6 WHEREAS, the eleven GSAs in the Butte Subbasin, have adopted one Groundwater Sustainability Plan for the subbasin pursuant to the Sustainable Groundwater Management Act ("SGMA") and pursuant to a Cooperation Agreement agreed to and executed by the Butte Subbasin GSAs; and WHEREAS, the GSAs in the Butte Subbasin may submit an application to the California Department of Water Resources ("DWR") to obtain a grant under the Sustainable Groundwater Management (SGM) Grant Program SGMA Implementation Grant pursuant to the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018 (Pub. Resources Code, § 80000, et seq.) and the Budget Acts of 2021 and 2022; and WHEREAS, DWR will accept one application per subbasin during the SGM Grant Program's SGMA Implementation Grant Round 2; and WHEREAS, it is the intention of the eleven GSAs in the Butte, Subbasin to submit one grant application on behalf of the entire Butte Subbasin for the SGM Grant Program SGMA Implementation Grant Round 2 soliicitation; and WHEREAS, the County of Butte GSA desires to work cooperatively with the Butte Subbasin GSAs in the submission of one application to DWR and in developing and undertaking projects and other activities pursuant to the Butte Subbasin's application to DWR; and WHEREAS, the Butte Subbasin GSAs have selected the County of Butte GSA to serve as the applicant for the SGM Grant Program's SGMA Implementation Grant Round 2; and WHEREAS, the County of Butte GSA is preparing an application that includes proposed projects submitted by the Butte Subbasin GSAs consistent with the Butte Subbasin Groundwater Sustainability Plan for the SGM Grant Program's SGMA Implementation Grant Round 2; and WHEREAS, the County of Butte GSA's application includes four projects for that would be administered by the County of Butte GSA, these include: the Integrated Groundwater -'Surface Water Modeling for Inter -basin, Analysis Project, GSP Administration and Management Project, Monitoring Program, and Data Management System; and WHEREAS, the SGM Grant Program SGMA Implementation Grant Proposal Solicitation Package requires that the County of Butte GSA, as the entity acting as the applicant, must adopt a resolution that designates an authorized representative to submit the application and execute an agreement with the State of California for the SGMA Implementation Grant application. NOW, THEREFORE BE IT RESOLVED, by the County of Butte GSA, that an application be made to the Department nfWater Resources boobtaina grantunderthe2O21Smsta|nabUeGnoumdwaterManegement(SGM)GmamtProgram SGK8A Implementation Grant pursuaint to the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018 (Pub. Resources Code, § 80000, et seq.) and the Budget Acts of 2021 and 2022. BE IT FURTHER RESOLVED that the County of Butte GSA has the authority and shall enter into a funding agreement with the Department of Water Resources to receive a grant for the: Butte Subbasin GSP Projectsand Management Actions Implementation — Round 2 Grant Application, BE IT FURTHER RESOLVED that the Butte County Director of Water and Resource Conservation, administrator of the County of Butte GSA, or designee, is hereby authorized and directed to prepare the necessary data, conduct investigations, file such application,, execute a funding agreement and any future amendments thereto, submit invoices, and submit any reporting requirements with the Department of Water Resources.
