HomeMy WebLinkAbout22-171Resolution No. 22-171 A RESOLUTION THAT THE COUNTY OF • Dv • SUSTAINABILITY AGENCY IS THE AUTHORIZED REPRESENTATIVE TO SU r a, B,II AN APPLICATION a SUSTAINABLE GROUNDWATER MANAGEMENT a C :i.,a • a a a v a a a low *. a a a *' • a WHEREAS, the County of Butte is a Groundwater Sustainability Agency ("County of Butte GSA") in the Butte Subbasin; and WHEREAS, the eleven GSAs in the Butte Subbasin have adopted one Groundwater Sustainability Plan for the subbasin pursuant to the Sustainable Groundwater Management Act ("SGMA") and pursuant to a Cooperation Agreement agreed to and executed by the Butte Subbasin GSAs; and WHEREAS, the G,SAs in the Butte Subbasin may submit an application to the California Department of Water Resources ("DWR") to obtain a grant under the Sustainable Groundwater Mlanagement (SGM) Grant Program SGMA Implementation Grant pursuant to the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018 (Pub. Resources Code, § 80000, et seq.) and the Budget Acts of 2021 and 2022; and WHEREAS, DWR will accept one application per Subbasin during the SGM Grant Program's SGMA Implementation Round 2; and WHEREAS, it is the intention of the eleven GSAs in the Butte Subbasin to submit that one grant appliication on behalf of the entire Butte Subbasin for the Round 2 solicitation; and WHEREAS, the County of Butte GSA desires to work cooperatively with the Butte Subbasin GSAs in the submission of one application to DWR and in developing and undertaking projects and other activities pursuant to the Butte Subba,sin's application to DWR; and WHEREAS, the Butte Subbasin GSAs have selected the County of Butte GSA to serve as the applicant for the SGM Grant. Program's SGMA Implementation Round 2 grant; and WHEREAS, the County of Butte GSA is preparing an application for the SGM Grant Program's SGMA Implementation Round 2 grant; and WHEREAS, several Butte Subbasin GSAs have developed projects for inclusion in the County of Butte GSA's Round 2 grant application to DWR; and WHEREAS, the SGM Grant Program SGMA Implementation Grant Proposal Solicitation Package requires that the GSA's) submitting a project(s) in the application adopt a resolution authorizing the applicant to act in such a role; and WHEREAS, each Butte Subbasin GSA that has submitted a project(s) for inclusion in the County of Butte GSA's grant application have authorized the County of Butte GSA, by resolution(s), to: m Submit and obtain egrant under the SGK8Grant Program SGM4Implementation Grant pursuant kxthe California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access For All Act of 2018 (Pub. Resources Code,, § 80888,etseq]and the Budget Acts of2821and 2822; and • Enter into efunding agreement with DVVRtoreceive a gnamtbenefitting one ormore SGMAprojects inthe, Butte Subbadn,including each GSA's potential pnject(s); and • Authorized the Director of Water and Resource Conservation of the County of Butte, or designee, to administer the SGIVI Grant Project on the GSAs' behalf and for their benefit, including preparing the necessary data, conducting investigations, filing such application, executing a funding agreement and any future amendments thenetm, submitting invoices, and any reporting requirements with DWR. WHEREAS, the SGM Grant Program SGMAImplementation Grant Proposal Solicitation Package requiresthat the County of Butte GSA, as the entity acting as the applicant, must state its a,uthorization to work on behalf of the GSAs. NOW, THEREFORE |TBE RESOLVED that the County mfButte GSA is the authorized representative tosubmit an application for a Sustainable Groundwater Management grant on behalf of the Butte Subbasin Groundwater Sustainabifity Agencies and execute an agreement with the State of California for the SGIVIA Implementation grant.
