VOTERS, FROM TETE BUTTE COUNTY CLERK -RECORDER DEPARTMENT
WHEREAS, Candace J. Grubbs, County Clerk-Recorder/Registrar of Voters, announced her retirement from the
Clerk -Recorder Department, effective January 2, 2023, after serving Butte County for 36 years; and
WHEREAS, Candace Grubbs began her career in the county upon being elected in November 1986. She was elected
as the County Clerk-Recorder/Registrar of Voters, serving as both the Clerk of the Superior Court and the County Clerk-
Recorder/Registrar of Voters for her first ten years in office; and
WHEREAS, Candace is the longest -running elected County Clerk-Recorder/Registrar of Voters in the State of
California with nine 4 -year terms and eighty-two elections under her leadership; and
WHEREAS, Candace has directed the Elections Division in federal, State, and county elections, for more than
125,000 registered voters, as well as for five municipalities, eighteen school districts, and fifteen special districts. She also
successfully implemented four voting systems as election laws changed Votomatic, Data Vote, IlDiebolt, and Dominion;
and
WHEREAS, Candace has directed the Clerk -Recorder's division through multiple State and federal mandates while
keeping the Department financially solvent without impacting the County General Fund, and
WHEREAS, Candace saw the need to house Butte County records in a safe and clean, climate -controlled
environment within the community previously stored at the California State University, Chico Special Collections. This
began the ten-year odyssey to design and construct the "Hall of Records" to not only house County Clerk -Recorder and
Election records but to allow adequate workspace for the employees as well as a space for the public to research.
WHEREAS, Candace has not only provided leadership for the County Clerk -Recorder Department and its
operations but also has worked diligently analyzing federal and State legislation to ensure the department follows current
mandates, and
WHEREAS, Candace has been an active member of the State California Association of Clerks and Elections Officials,
Election Center National Association of Election Officials, County Recorders Association of California, County Clerks
Association of California and International Association of Government Officials. She has served on several State and
national committees throughout her term, and is recognized throughout the State for her knowledge of the Government
Code as it relates to the Clerk -Recorder division and the California Elections Code, In 1992, she received recognition as a
Fellow of the Institute of Court Management from the National Center for State Courts. In 2002, she received her Certified
Electrons/Registration Administrator graduate certificate through Election Center National Association and Auburn
University. In 2007, she graduated from the California Professional Election Administration Program sponsored by
California Association of Clerk and Elections Officials and the Election Center National Association; and
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby extends its appreciation
for 36 years of dedicated service.
