HomeMy WebLinkAbout23-033Resolution No., 23-033 COUNTY GENERAL PLAN 2040 WHEREAS, pursuant toArticle f, Sections 853Q8et seq. ofthe [aUformia Government Code, Butte County has prepared a comprehensive update to its general plan, known as Butte County General Plan, 2030; and WHEREAS, actions included in Butte County General Plan 2830 consist of implementation measures, procedures, or techniques intended to help achieve specified goals and policies in the plan; and WHEREAS, California Government Code Section 65408 requires local jurisdictions to identify a reasonable and practical means for |rnp|ennenL|mg the general plan or elements of the general plan, so that it will serve as an effective guide for orderly growth and development, preservation and conservation of open -space land and natural resources, and the efficient expenditure of public funds relating to the subiecLs addressed inthe general plan; and WHEREAS, Section 65400 further requires submittal nfain annual report tothe legislative body, the Office of Planning and Research' and the Department of Housing and: [ononomni1y Development, documenting the status of the plan and progress in its implementation, as well as progress in meeting its share of regional housing needs, and local efforts to remove constraints to the maintenance, improvement, and development ofhousing; and WHEREAS, re�aoonab|e, pnsctica1, and efficient implementation of the general plan, as well as annual reporting, may be facilitated by the preparation, annual review and annual update of an action pUom implementing the general plan; amd WHEREAS, all actions identified Knthe Butte County General Plan 2O4Ohave been incorporated into the Action Plan for Butte, County General Plan 2040; and WHEREAS, the Action Plan for Butte County General Plan 2040 has been referred to participating lead County agencies for review and comment; and WHEREAS, on March 9, 2023 ata duly notice public hearing, and after hearing a report from the Planning Division as well as public comments, the Butte County Planning Commission recommended to WHEREAS, onMarch 2A,2U23, at a duly noticed public hearing, the Board ofSupervisors reviewed the General Plan 2040 Action Plan, in conjunction with General Plan, 2O4Uaswell as all p�mb|ic comments and testimony provided; and NOW, THEREFORE, BE IT RESOLVED, that the Butte, County Board of Supervisors hereby approves the Action Plan for Butte County General Plan 2040, as included in attached Exhibit A,for the following reasons: 1. Notice of the Butte County Board of Supervisors hearing on the GP 2040 environmental review documents was given aorequired bylaw and the actions were conducted |naccordance with CE[8A,and the State CEQAGu|de|in2s. 2. All individuals, groups and agencies desiring to comment were g,iven adequate opportunity to submit oral and written comments onthe environmental review documents. These opportunities for comment meet orexceed the requirements VfCEQA. 3. All comments submitted during the pu:blic review and comment period on the DEIR were responded to 4. The Butte County Board of Supervisors, was presented with all of the information described in the recitals and hes considered this information in adopting this resolution. 5. The FEIR (a) has been com�leted in compliance with the intent and requirements of CEQA and the State CE(}A Guidelines, (b) refects the independent judgement aind anai|ysis of the County of Butte and (c) has been presented to and reviewed and considered by the Board of Supervisors in its deliberations regarding the adoption nfGP2040Update.
