Yard CEQA23-0001 (Howell)
Dear Paskenta Band of Nomlaki Indians Tribal Historic Preservation Officer:
The Butte County Department of Development Services (Planning Division) is forwarding the above
project for your review, pursuant to California Public Resources Code (PRC) §21080.3.1. Our
department has certified the application is complete, and will be preparing an initial study and
(mitigated) negative declaration in accordance with the California Environmental Quality Act. A
description of the proposed project and the project’s location is provided below.
Project Information:
Project: Greg Howell CEQA Project CEQA23-0001 for a proposed towing yard on vacant property
zoned General Industrial (GI) / Light Industrial (M-1) / Open Space (OS) / North Chico Specific Plan
(NCSP) of the Butte County Unincorporated Area.
Location: The project site (APN 007-010-054) is a 12.1-acre parcel located to the east of Hicks Lane
1.1 miles southwest of the Chico Municipal Airport Facility. The parcel is adjacent to the City of Chico
city limits to the north (Airport Services Road) and to the east (City of Chico Airport). There is GI/M-
1/OS/NCSP zoning on parcels to the north and south with Very Low Density Residential (VLDR) /
Suburban Residential (SR-1) / NCSP zoning to the west.
Project Description: The applicant is requesting a California Environmental Quality Act review per
Grading Permit (PWGRD23-0001) and the anticipated impacts to wetland resources. The proposed
development of this parcel will lead to the establishment of a towing yard.
