Hello Tristan,
Nice talking with you this morning. The property at 3355 Feather River Blvd is a PG&E leased yard. We currently have a
year lease with the land owner. This will be a temporary location until a permanent facility is located and purchased.
This facility will be where we assess vendor partners that perform our vegetation management systemwide. There will
be no training, only validation of knowledge skills and abilities of regulations, laws, and PG&E specific procedures. We
use untreated, utility poles with various attachments to provide a consistent tree analog for evaluation purposes. All

evaluations are scripted and are pass / fail. All vegetation management personnel that are performing tree work on
PG&E’s behalf will be evaluated and qualified before working on property before 2025. Daily though‐put at proposed
maximum efficiency will be 36 people evaluated a day. All assessment stations that were used will be reset daily with
heavy equipment.

Each lane will have a shade structure and portable toilets
We are operating now at 3000 7th ave, with the plan to move to the larger yard once we have been cleared to do so. I
would be happy to provide a tour as a smaller scale version of what the yard at 3355 Feather River Blvd will look like.

I misunderstood the City of Oroville location status, we ended up not needing a permit at that location and I wasn’t
aware of that.
I am copying Nick Matheson on the email chain. He has the full story and can answer any questions and provide the
historical background and present/future operations for the Butte County yard. He has offered to come by your office
and talk with you about it today if you are available, or you can give him a call directly at 530‐228‐6111.

We have a completed DPL-01 (project information form) to accompany the CEQA review. We will
have more information on timing of the CEQA review once we receive the check, evaluate the
application, and confirm the grading permit application is complete to begin processing the CEQA
document.

Hi Tristan and Dan,
Just wanted to give you an update on the grading violation. Dan, the property owner, submitted all of the documents
and has the CEQA check currently in route to you guys now. I am told that is the final item due to the County so
hopefully that gets resolved this week too! I’m still out of my realm of expertise on this but is there anything else needed
and do you know what the timing is to remediate the violation? We are tying to get a trailer delivered next week to the
site but will need to push that back depending on what the County comes back with. So let me know what your thoughts
on timing are so we can make sure we don’t get any more violations!!
Also just wanted to express my gratitude to you both for working with us, we have a commitment to do these
assessments and the timing has been less than ideal and we are aware that we are putting a lot of pressure and urgency
on you guys and totally appreciate your efforts!

the subject property, it is subject to a recent grading violation and development is not possible until
the grading issue gets resolved to the satisfaction of the County, just a heads up.

Our management team has reviewed your proposal for the Heavy Industrial (HI) zone. We find the
path forward is through a county-wide Zoning Code Amendment (ZCA) to allow Trade Schools by
right in the HI zone, and other zones as may apply. We anticipate with a complete application
submitted in a timely fashion, we could have this to the Planning Commission in November, and the
Board of Supervisors in December, with an effective date by January.
Keep in mind that this process is discretionary and there will be two publicly noticed hearings.
The Fee for the ZCA is: $10,557.60 (retainer). I have attached the application forms to this email. For
DPL-01, under “Application Type” you can check “Other” and input “Zoning Code Amendment”.
Feel free to submit the materials to this email address, and mail payment to the below address. I can
also set up an online payment option (with a 2.49% convenience fee) upon submittal of the
application materials.

We currently have an annual lease for 1 year but anticipate to utilize this year‐round for 3‐5 years. I believe that would

Hi Tristan,
Here are the details of the activities we will be performing and the tools/equipment that will be utilized for those
activities. On the assessment activities below we are solely looking at contractors current ability to perform safe tree
work, not training or coaching. Kind of like the DMV behind the wheel training, where they won’t talk to you and you
only get a pass or fail and don’t know until after you’re done, best analogy I could think of!!
Assessment Activities:
Chainsaw PPE and Safety: Inspection and comprehension of basic tools and equipment
Limbing & Bucking: Demonstration of cutting branches under tension, and cutting a fallen tree
Tree Felling: Notch cutting, aerial rigging, and controlled falling of tree
Tree Climbing: Inspection, rigging, and safely climbing tree, performing aerial saw use
Aerial Lift: Inspection and demonstration of using manlift/aerial lift, including aerial saw use
Chipper: Inspection and proper usage of a chipper
Tools/Equipment for Assessments:
Manlift/bucket truck
Small forklift
10K forklift
Hand tools
Small generator
Chipper
Water buffalo
I was looking at the definitions and I would be happy to talk with you about which one(s) this would/could fall into, this
isn’t a normal thing we do so definitely new to us all and subject to translation!

I understand you spoke with Nick Matheson and Rigo Ortiz previously regarding the Assessment Yard site we have in
Butte County. Attached is the project location/site plan and the scope of work is below. What permitting do we need to
do in order to be in compliance with County requirements? If you need additional information before making a
determination let me know that as well and I can gather more details!
Overview of program and yard operations
The Butte Yard at 3355 Feather River Blvd, will be the only assessment facility for our tree crews in the PG&E service
territory. The yard will consist of two office trailers, multiple connex boxes for storage, assessment stations, and heavy
