4. Project Description. A complete written description of the proposed use or project must be
included with the application. The written description must provide a sufficient level of detail
about the proposal, including proposed services, activities occurring on the property,
square footage of structures and outdoor activity areas, the estimated number of customers
or occupants, hours and days of operations, number of employees, type of equipment, and
other applicable information.
Proposed service: to provide the community with the resource to recycle their ferrous (iron,
tin, white good/appliances) and non‐ferrous (copper, aluminum, stainless steel, brass – non
magnetic material) and support the county in reaching its percentage of recycling efforts.
Activity on property: to collect and stock pile material until there is sufficient amount to ship.
Material will be held inside a constructed building. The only outdoor activity will be the possible
moving of small bins and the loading of material into trucks for shipping. Initially CSM
anticipates the loading of material once a month and twice per week when CSM, Inc. is at full
capacity.

Traffic/Estimated number of customers: 25 – 30 customers in their personal vehicles would
enter and exit the facility. Customers will enter and drive on identified path, entering a building
where the customer will be directed by staff where to drop their material, once material is off
loaded the customer will exit the building and then exit the facility.
Hours of operations:
Open to customers = Monday thru Friday, 7am – 4pm; Saturday 8am – 12pm
Open for employees to prepare for the day and close out for the day = Monday thru Friday,
6am – 6pm; Saturday 6am – 1pm
Number of employees: 6 – 8 employees
Equipment on site: forklift, baler, loader
Noise: minimal amount of noise as all activity will take place indoor building structure
Night Lighting: will comply with county and state requirements
