The project is proposing to divide one parcel into four parcels. This project is located in Oroville Urban area. Installation of curb, gutter and sidewalks: There are no existing urban improvements (curb, gutter, and sidewalk) in the vicinity of the project site. Additionally, urban improvements do not seem to be consistent with the existing adjacent infrastructure and with the character of the surrounding land use. Therefore, PW supports the applicant request to waive the construction of curb, gutter, and sidewalk for both the frontage street and the interior street. Instead, the applicant would be required to install a S-18A road approach. Please see the revised COAs #7 and #8 on the next page. Street construction: PW has consistently conditioned TPM and TSM for street improvements per County Improvement Standards. COAs #7 and 8 are standard conditions for such projects. Improvement standard RS-2 applies to all land divisions within County Urban Areas including private street land divisions. The applicable standards for this project is RS-2B for frontage street (Oroville Bangor HWY) and RS-2C for the interior street. Both RS-2B and RS-2C require a cross section of 3” asphalt concrete and 12” aggregate base. City of Oroville has a similar improvement standard as well except that the City standard specifies 10” aggregate base. PW does not support the applicant request to waive this requirement. Street name and name signs: Street names and street name signs are required for all streets including private roads per County Code chapter 32. PW does not support the applicant request to remove COA #4. Therefore, COA #4 still applies. Page 2 of 2 Revised Conditions: COA #7: Prior to recordation of the parcel map, construct or provide a performance, labor and material bond for construction of street frontage improvements on Oroville Bangor HWY. Construct a ½+ 12’ street section along the entire parcel frontage in conformance with County improvement standard RS-2B, 3″ Type A Hot Mix Asphalt, 12″ Class 2 aggregate base, prime coat, fog seal and 95 % relative compaction. Construction of curb, gutter, and sidewalks is not required. Installation of a road approach per County improvement standard S-18A is required. Adequate sight distance at the intersection of the access road and Oroville Bangor HWY shall be provided. Bushes and trees along the parcel frontage may have to be trimmed/removed to provide adequate sight distance. Submit for approval a roadway design and improvement plans to the Land Development Division prior to construction. Submit a Notice of Materials to be Used, materials test results, and mix design in compliance with 2018 Caltrans Standard Specifications, Section 39, to the department of Public Works for approval at least 14 days prior to the start of paving operations. Testing of hot mix asphalt materials shall be performed by a qualified laboratory and test results shall be signed and stamped by a licensed civil engineer. Conduct material testing during construction and submit the results to Department of Public Works to ensure compliance with Standard Specifications, approved materials, and approved mix design COA #8: Prior to recordation of the parcel map, construct or provide a performance, labor and material bond for construction of interior streets in conformance with county improvement standard RS-2C, 3″ Type A Hot Mix Asphalt,12″ Class 2 AB, prime coat, fog seal and 95 % relative compaction.
