(License No. C78412) June 9, 2023 Matt Crete, P.E. To: Whom It May Concern RE: Evaluation of H20 Load Rating Suitability of Private Bridge at Horning Ranch 1. SCOPE OF REPORT Matt Crete, a Civil Engineer licensed in the State of California, commissioned to perform a H20 Load Rating evaluation of a bridge at Horning Ranch in Butte Creek Canyon, Butte County, CA. An initial inspection was performed to determine the structure's load carrying capacity and, in turn, confirm or refute that H20 certification is warranted. Structure elements were inspected and measured at arm’s reach. 2. DESCRIPTION OF STRUCTURE Year Built Unknown Location Latitude: 39.750107 N, Longitude: -121.671055 W Location Description In Butte County, CA on private, unnamed gravel road, approximately 1800 ft. from Honey Run Road Facility Carried Private Gravel Road Bridge Number Not Available Structure Description Single-span bridge consisting of steel rolled-section beams and dimensional lumber deck Span Length 16’-6” measured between faces of abutments Width 14’-0” nominal width, approx. 12’ accessible to traffic Skew 0 degrees Date(s) of Inspection Initial inspection completed 5/30/2023, supplemental inspection completed 6/7/2023 Inspection Type(s) Each inspection was routine (arm’s reach) inspection Load Capacity Inspections of the structure performed as commissioned and evaluated for sufficiency of H20 Load Rating. Based on an engineering analysis of the structural elements’ section moduli, certification of H20 Load Rating is acceptable June 9, 2023 Matt Crete, P.E. 3. FIELD INSPECTION ASSESSMENT The initial inspections were performed on the afternoon of May 30, 2023. Ambient conditions were clear skies with a temperature of approximately 80 °F. The structures were observed to be in overall fair condition, consistent with estimated age, and level of maintenance since construction. Supplemental inspections were performed on the afternoon of June 7, 2023. Ambient conditions were partly cloudy skies with an ambient temperature of approximately 75 °F. DECK Decking consists of transverse 4x12 dimensional lumber overlain with longitudinal 2x12 dimensional lumber travel path surfacing SUPERSTRUCTURE Superstructure consists of 4ea. rolled-section steel beams. Based on dimensions measured, beams were estimated to be W12x36. BARRIER No barrier present on structure at time of inspection ABUTMENTS Abutments consist of concrete (reinforcement not known, measured, or verified) seats with short wingwall projections. No detailed abutment inspections were performed. CHANNEL Structure spans Honey Run Creek, which is a seasonal creek, but often sees flows throughout the year. The creek flow was approximately 16 ft. wide at the time of inspection. UTILITIES ON OR NEAR STRUCTURE No utilities were observed on or in the immediate vicinity of structure. June 9, 2023 Matt Crete, P.E. 4. STRUCTURE CAPACITY CALCULATIONS & LOAD RATING RECOMMENDATION Length of Span = 16.5 ft. Weight of Decking = 130 plf H20 Loading: Front Axle Load = 8k (4k per tire), Rear Axle Load = 32k (16k per tire pair) Axle Spacing = 14’-0” Demand: MMAX = 42.209 k-ft fb = 15.165 ksi < 0.6fy (0.6*36 = 21.6 ksi) VMAX = 8.923 k fv = 3.172 ksi << 0.4fy (0.4*36 = 14.4 ksi) △MAX = 0.280” 0.280” << L/200 (198”/200 = 0.99”) Based on the calculations above, H20 Load Rating is warranted. Loads traversing the Structure shall be limited to speeds no to exceed 5 mph. It is recommended that regular biennial inspections of the structure be performed to evaluate the structure’s condition and capacity. If discrepancies are noted, please contact the undersigned immediately. Regards, Matt Crete, P.E. License No. C78412
