Comments:
This project is a tentative parcel map application to divide one parcel consisting of 12.8 acres into two parcels 5 and 7.8 acres in size. Access is provided from Harvey Road, a County-maintained dirt and gravel road with a 20-foot right-of-way, via Vilas Road, a County-maintained paved road. Harvey Road is a narrow road not meeting Fire Safe Road standards that currently serves approximately nine parcels. The project is within a Very High Wildfire Hazard Severity Zone. Application Completeness: The project application is considered incomplete. Please provide the following information: 1. Where Harvey Road serves more than two parcels, the Mountain Recreational Standard RS-4A is the applicable standard. This standard requires a 60-foot right-of-way and two 17-foot lanes with AC surfacing, shoulders, and drainage. However, given the existing nature of the road and small scope of the project, this department is agreeable to reducing this standard to a 40-foot right-of-way and retaining the existing road prism as currently constructed, which includes a 12' lane width with 2-3' shoulders, with appropriate fire turnouts and turnaround space provided as needed in coordination with the Fire Marshal's Office. Pursuant to Butte County Code of Ordinances Section 20-7, please provide a Petition for Exception to Road Standards to reduce the required off- and onsite easement width from 60 feet to 40 feet, and to reduce the Mountain Recreational Standard RS-4A improvement standards to the existing road prism on Harvey Road. The 40’ easement will apply on Parcel 1 and over the parcel adjoining to the south on APN 056-150-089. 2. The existing County easement for Harvey Road is 20 feet. Per item 1 below, the required easement width is 60 feet. Therefore, please provide an easement deed document to be reviewed and approved by the Public Works Department, providing a 40-foot-wide Public Access and Utility easement on Harvey Road over APN 056-150-089. This shall be a non-exclusive public easement for ingress, egress, road, utility, and public service purposes. This access easement must be recorded and provided to the Public Works Department prior to application completeness.

3. Modify the Tentative Map as follows: a. The 40’ access easement will need to be extended as an offer of dedication on Parcel 1 where it is currently showing as a 20’ right of way. b. Please extend the “proposed 60’ access easement and p.u.e.” over Parcel 1 for the benefit of
Parcel 2 all the way to the Harvey Road easement. c. Provide an easement for a cul-de-sac or building-free turnaround area at the end Harvey Road to be designed and constructed as specified in the county improvement standards. The recorded map shall show the cul-de-sac or building-free turn-around area.
