RESOLUTION CERTIFYING THE URGENT NEED NATIONAL OBJECTIVE IS BEING MET IN THE APPLICATION FOR
FUNDING FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT — DISASTER RECOVERY (CDBG-DR)
PROGRAM FOR THE ANDOVER AND WYCLIFF ROAD REHABILITATION PROJECT
WHEREAS, The State of California's Action Plan for CDBG-DR was approved by the Department of
Housing and Urban Development on November 19, 2020; and
WHEREAS, The State of California's Action Plan for CDBG-DR allocated $317,428,488 for CDBG-DR
Infrastructure Program projects statewide; and
WHEREAS, Butte County submitted 28 Notices of Interest to the CDBG-DR Infrastructure Program in the
amount of $162,044,204;
WHEREAS, The statewide CDBG-DR Infrastructure Program allocation was oversubscribed; and
WHEREAS, Butte County was allocated $72,722,679 for CDBG-DR Infrastructure Projects; and
WHEREAS, The Butte County Board of Supervisors established project priorities for the CDBG-DR
Infrastructure Projects on October 25, 2022; and
WHEREAS, The estimated costs for the Andover and Wycliff Road Rehabilitation Project are $5,291,620.
THEREFORE BE IT RESOLVED by the County Board of Supervisors of the County of Butte that:
A. The County Board of Supervisors reviewed the CDBG-DR Action Plan for 2018 disasters and authorizes
the County of Butte Public Works Department application submittal for a CDBG-DR Grant from the
California Department of Housing and Community Development for the Andover and Wycliff Road
Rehabilitation Project under the national objective of Urgent Need, and approves the submittal of an
application for the full project funding.
B. The County acknowledges that funding from this grant is contingent upon complying with HUD
Program Regulations, requiring a certified copy of a resolution which authorizes submission of the
"Urgent Need" national objective.
C. The County Board of Supervisors certifies that the Andover and Wycliff Road Rehabilitation Project for
which CDBG-DR funds are being requested, is designed to alleviate existing conditions which pose a
serious and immediate threat to the health and welfare to the citizens of the County of Butte which are
of recent origin or which recently became urgent during and immediately following the 2018
disaster(s); and that the County of Butte has not obligated other funds for this project, and that other
funds that may otherwise be available are designated for other critical issues.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the County Board of Supervisors of the County of
Butte held on the 12th day of December, 2023, by the following vote:
