Construction Schedule, Workers, Hours, and Equipment The construction is anticipated to take ten (10) to twelve (12) months. The onsite construction workforce will include various personnel such as laborers, craftsmen, supervisors, support staff, and construction managers, and it is expected to range from 30 up to 200 people. Construction will primarily occur during weekdays and daylight hours and weekend work may be required to catch up with schedules or complete critical construction activities. In some cases, early work may be necessary during hot weather to avoid working in high temperatures. Nighttime work may also be required for installation, service, electrical connection, inspection, and testing activities, and temporary lighting will be used to minimize impacts on neighboring properties and wildlife in the Project area. Construction activities will include preparation of the Site, foundation installations, transmission pole installation, substation installation, gen-tie line installation and connection, all related facilities for PV solar facility and BESS. Site Access and Transportation Construction access for NCS Solar will be established via Skyway Road. No driveway encroachments onto Skyway Road are planned. The approximate locations of the driveways for the Project Site are shown in the Site Plan. To facilitate access within the Site, gravel access roads will be constructed. Along portions of the external perimeter, several 60-foot-wide roads will be established, ensuring sufficient space for maneuvering and efficient movement. From these external roads, several 20-foot-wide access roads will lead into the enclosed Project Site, facilitated by a 20-foot-wide chain link gate. Construction personnel will adhere to a regular schedule, arriving in the morning and departing in the afternoon on weekdays. These workers are likely to commute from well-connected main road networks such as Highway 99 or I-5 to Highway 32 to access the Project Site. Carpooling will be encouraged for all construction workers to minimize the number of vehicle trips.
