Project Components
The Project will entail multiple components as shown in the Site Plan. Each of the components are
discussed in greater detail in the following subsections.
1. SOLAR PV Generating Components
The Project will comprise of solar arrays that convert sunlight into PV-generated electricity in the
form of direct current (DC). The combined DC generated power is converted into alternative current
(AC) by a series of inverters. The electricity will be stored in an onsite AC-coupled Battery Energy
Storage System (BESS). Excess electrical power generation will be routed to the onsite substation
where the electricity will be transformed to a higher voltage to be suitable to inject into the local
transmission grid.
The solar modules will be either on fixed tilt or single-axis tracker structures. The racking structures
are supported by steel posts driven into the ground. The maximum height of the modules will not
exceed 15 feet above grade.
A. Fixed-tilt: Solar modules are placed in a south orientation and angled to receive optimal
sunshine over the course of the year. All solar array rows are oriented from east to west.
B. Single-axis tracker: Solar modules are placed on tilted panel mounts with electric motors to
move the panels relative to the Sun’s position from east to west during the day. All solar
array rows are oriented from north to south to allow for tracking of the sun’s movement
across the sky.
The facility will require an onsite substation that will contain set-up transformers, circuit breakers,
meters, protective relaying, and a dedicated security perimeter fence.
BESS will be sited on approximately 4,000 square feet within a separate fence. The Site will include
battery storage modules placed within prefabricated metal containers. The Applicant will leverage
proven battery storage technologies such as Lithium Phosphate batteries.
2. 230 kV Generation Tie-Line
The proposed Project will have a new onsite substation in the northwest corner of the Site. There is
an existing 230 kV Western Area Power Administration (WAPA) transmission line running across on
the western edge of the Project parcel. The Project will include the construction of a new 230 kV gen-
tie line from the new substation to the existing 230 kV WAPA transmission line.
3. Project Access
To facilitate access within the Site, gravel access roads will be constructed. Along portions of the
external perimeter, several 60-foot-wide roads will be established, ensuring sufficient space for
maneuvering and efficient movement. From these external roads, several 20-foot-wide access roads
will lead into the enclosed Project Site, facilitated by a 20-foot-wide chain link gate and 7 foot-high
agricultural fence around the Project Site perimeter.
4. Security
To ensure public safety and protect the Project Site, various security measures will be implemented.
The Project will be enclosed by a seven-foot-high agricultural fence with only two points of ingress
and egress. A vehicle access gate will be installed and locked when not in use.
