Subject: Conditional Use Permit Application for NCS Solar Project
Dear Mr. Breedon:
North Chico Solar LLC (the “Applicant”, “NCS Solar”), is submitting this Conditional Use Permit (“CUP”)
application with the intent to build, operate and maintain a solar photovoltaic plus battery storage
energy facility (the "Project") located at 2000 Skyway Road in Butte County pursuant to the County’s
Code of Ordinances for Alternative Energy Structures (24-157).
This application provides details on the proposed Project and how it will comply with the County’s
Ordinance requirements for a Tier 4 utility-scale solar project. The Applicant has Site control and
authority to file the CUP pursuant to a purchase option agreement with the landowner of 1,711 acres of
grazing land over five adjoining parcels: 040-600-044, 040-600-075, 040-600-076, 040-600-045, and 040-
600-068.
The proposed Project is sized at a maximum generating capacity of 300 megawatts alternating current
(“MWac”) and would supply clean electric power to public and/or private enterprises in California.
As direct public and community benefits from the Project, NCS Solar intends to (i) contribute up to $3.0
million ($1.0 million for each 100 MWac of capacity) to Butte County, and (ii) prioritize our clean power
generation for Community Choice Aggregation entities and other community-focused power offtakers.
