Site Analysis 12.12.23December 12, 2023 County of Butte Planning Division 7 County Center Drive Oroville, CA 95965 530-552-3701 RE: Existing Facilities within two (2) miles of Harmoni’s proposed cell tower There are two (2) existing communications towers within a two (2) mile radius of Harmoni’s proposed cell tower located at: 1527 16th Street, Oroville, CA 95965. Below is a map of those towers and their owners. An alternative site analysis follows the map and description of those existing towers. Tower: 1224898 Tower: 1206797 Alternative Site analysis: Tower 1224898 was rejected by T-Mobile as it is used as an AM radio broadcasting tower. In order for T-Mobile to collocate on this tower it would need to be detuned as AM signals would interfere with T- Mobile’s antennas if they were located on the same tower because AM towers are electrified. Also, the tower was constructed in 2006 and would not structurally hold T-Mobile’s antennas. Tower owner would have to allow T-Mobile to completely remove this tower and build a new tower. This would take off the air whatever signal is being transmitted by this AM station. For these reasons, this tower is not technically feasible for T-Mobile. Tower 1206797 was rejected by T-Mobile as it is located too far outside of the intended targeted area for T-Mobile’s customers. The further away from the intended target area diminishes the capability of any carrier’s wireless technology from providing strong and reliable let coverage for their customers. Additional Candidates Investigated: 1645 Grand Ave was disqualified from our search due to potential conflicts with the Williamson Act. The only viable location for a tower on this property would be on the south end of the parcel where there is an active agricultural field. Removing agricultural land for a commercial wireless facility is a violation of the Williamson Act without a prior hearing and approval by local authorities. 1687 Grand Ave was disqualified because the parcel width is not great enough to allow Harmoni Towers to erect an 80’ tall tower for the benefit of T-Mobile. Due to the County’s 1 to 1 setback ration, an 80’ tall tower would not be permitted on this parcel. 1731 Grand Ave was also disqualified because the parcel width is not great enough to allow Harmoni Towers to erect an 80’ tall tower for the benefit of T-Mobile. Due to the County’s 1 to 1 setback ration, an 80’ tall tower would not be permitted on this parcel. 1555 16th St was disqualified because the only location on the parcel that a tower could be located at would be at the front of the parcel thus violating the 1 to 1 setback ration by the County. 1555 Grand Ave was disqualified because the width pf the parcel is not great enough to allow for an 80’ tall Harmoni tower for the benefit of T-Mobile. The depth of the parcel is sufficient, but the side setbacks are not.
