(c) Each of the noise limits specified in subdivision (a) of this section shall be reduced by five (5) dBA for recurring impulsive noise, simple or pure tone noise, or for noises consisting of speech or music. (d) Noise level standards, which are up to five (5) dBA less than those specified above, based upon determination of existing low ambient noise levels in the vicinity of the project site may be imposed. (e) In urban areas, the exterior noise level standard shall be applied to the property line of the receiving property. In non-urban areas, the exterior noise level standard shall be applied at a point one hundred (100) feet away from the residence or at the property line if the residence is closer than one hundred (100) feet. The above standards shall be measured only on property containing a noise sensitive land use. (Ord. No. 4053, § 1, 3-26-13) INTENTIONALLY LEFT BLANK 4 Harmoni Towers CA0003502 / T-Mobile Site SC06543A Acoustic Analysis September 21, 2023 2.0 PROPOSED PROJECT DESCRIPTION The subject Harmoni Towers and T-Mobile project comprises of a new Wireless Telecommunications Facility (WTF) that includes a new 25KW SD025 Generac standby generator inside the proposed Wireless Communication Facility (WTF). The purpose of the 25KW emergency generator is to backup T-Mobile’s equipment when power is lost. Figure 1 – Project Area N 5 Harmoni Towers CA0003502 / T-Mobile Site SC06543A Acoustic Analysis September 21, 2023 Based on a review of the overall site plan and surrounding area, we have identified the nearest dwellings from the generator. The two nearest dwellings are located to the north approximately 475 feet and 415 feet from the generator. Per the County’s Noise Ordinance, the calculations will be 100 feet from the two dwellings – 375 feet and 315 feet respectively. • Northwest dwelling calculated distance – 375’ o Northwest Property’s Parcel Number: 030-110-082 • Northern dwelling calculated distance – 315’ o Northern Property’s Parcel Number: 030-110-080 The project layout is shown in Figure 2, below. Of the equipment shown, we have identified that the proposed standby generator is the only noise source of concerns associated with the project. Figure 2 – Project Layout 6 Harmoni Towers CA0003502 / T-Mobile Site SC06543A Acoustic Analysis September 21, 2023 3.0 NOISE ANALYSIS 3.1 GENERATOR FINDINGS The generator has been identified as a Generac SD025 Diesel fueled generator rated for 25KW of standby power. The generator has been specified with the manufacturer’s Level-2 acoustic enclosure which is rated for a sound pressure level of 65 dBA at a distance of 7 meters (23 feet) while running under a full load. The project site plan indicates that the installation is located in a nonurban area of Butte County, therefore, nonurban noise limits apply to the project. These calculations do not take outside sounds, trees, hills, buildings, and other sound dampening variables into consideration, but, only raw sound pressures after specific traveled distances which result in the worst-case scenario for the sound pressure of the proposed backup generator. 7.0 CONCLUSION Based on the project documentation, our noise analysis indicates that the 25kw Diesel Generator owned by T-Mobile will not exceed Butte County’s noise ordinance standards. It is also worth noting that the generator will be used during emergency power outages and also will run for 15 minutes a week for routine maintenance purposes during regular business hours.
