Board Members,
At the first meeting of the year the Board goes through Board Member committee assignments, as
well as assignments of residents onto committees. In the past few years this has been fairly steady,
with not a lot of change. This year, due to a change in Board Member plus new District boundary
lines, many Boards Districts and Commissions will require appointments.
The item is scheduled on 1/10, and the agenda will have the full staff report. I am sending you the
same staff report separately for your convenience, so you can get a running start on reviewing the
actions required.

RE: 2023 Boards, Committees and Commissions Assignments
Below is a list of Boards, Committees and Commissions (BCCs) that the Board of Supervisors appoints Butte County residents to. Applicants on this memorandum include a majority of the BCCs the Board
appoints to, but not all. The remaining BCC appointments will come at the January 24, 2023 Board of Supervisors meeting. Committees that will require future action: Surface Mining Aggregate, Butte County Resource Conservation District, Housing Authority Board, County of Butte, Behavioral Health Board, Butte County Planning Commission and 3CORE, Inc. Loan Administration Board. Butte County Fair Association - The Fair Association advises the Board of Supervisors on matters concerning the conduct and management of the Fairgrounds and the Butte County Fair.
• Supervisor Durfee appoints Dustin Busch as the District 2 Representative, with a term ending January 2, 2027.
• Supervisor Ritter reappoints Stina Cooley as the District 3 Representative, with a term ending January 2, 2027. Butte County Mosquito and Vector Control District – The Districts mission is to suppress insect transmitted diseases by reducing mosquitos, ticks and fleas in the County. This mission is achieved through environmentally compatible control practices, and public education.

Butte County Library Advisory Board - The Library Advisory Board (LAB) was created to update, and annually maintain a strategic plan for the Butte County Library.

January 2, 2027.
• Application received from Dr. Catherine Posey who applied to the District 3 Seat, with a term ending January 2, 2027.
Butte County Water Commission – The Butte County Water Commission advises the Board of
Supervisors on water matters to assist in the development of water policies.

• Supervisor Durfee nominates Tovey Giezentanner to the District 2 Seat, with a term ending January 2, 2027.

Butte County Housing Authority - The Housing Authority of the County of Butte (HACB) assists low and moderate-income residents of Butte County to secure and maintain high quality affordable housing.

that help private landowners protect soil, water, wildlife habitat, and other natural resources.

Background
At the first Board of Supervisors meeting of every year, the Board of Supervisors appoints its Board Members to
various standing committees. While not all committees require action from the Board, the Board by a majority vote
may amend any standing committee assignments, and/or disband any committees that are no longer necessary.

Air Quality Management District*
The Butte County Air Quality Management District’s mission is to help protect the people and the
environment of Butte County from the harmful effects of air pollution. They work within the community
to promote a better understanding of air pollution issues through a comprehensive program of planning,

Butte Regional Waste Management Authority JPA

Sutter-Butte Flood Control JPA
The Sutter Butte Flood Control Agency (SBFCA) is a joint powers agency formed in 2007 by the Counties of
Butte and Sutter, the Cities of Biggs, Gridley, Live Oak and Yuba City, and Levee Districts 1 and 9. The
agency has the authority to finance and construct regional levee improvements.

Sycamore-Mud Creek Levee Systems Committee
This ad hoc committee was created to discuss concerns relating to certifying portions of the Sycamore
and Mud Creek levee systems before coming back to the Board with a final report and recommendation.
Work regarding levee accreditation is largely complete, and the committee has not been meeting. The
North and West sides are accredited, and Public Works has been working since 2016 to get the other
portions accredited through FEMA. At this time, staff recommends that the Board Disband the
Sycamore-Mud Creek Levee Systems Committee.

Thompson Flat Cemetery District*
On August 10, 1999, the Board of Supervisors adopted Resolution No. 99-107 designating the Butte County

boundaries.

Vina Groundwater Sustainability Agency
The Vina Groundwater Sustainability Agency (Vina GSA) is responsible for implementing the provisions of
the Sustainable Groundwater Management Act (SGMA) and, specifically, the Vina Subbasin Groundwater
Sustainability Plan (GSP) that was adopted in December 2021. The Vina GSA is comprised of three member
agencies through a joint powers agreement that includes Butte County, the City of Chico, and Durham
Irrigation District. There are two GSAs that cooperatively implement the Vina Subbasin GSP through a
cooperation agreement.

Wyandotte Creek Groundwater Sustainability Agency
The Wyandotte Creek GSA is the exclusive agency responsible for implementing the provisions of SGMA
and specifically for implementing the Wyandotte Creek Subbasin GSP that was adopted in December 2021.
The Wyandotte Creek GSA is comprised of three member agencies through a joint powers agreement that
includes Butte County, City of Oroville, and Thermalito Water and Sewer District.

Staff Recommendations
1. Make appointments to committees that require action; and
2. Amend any standing Board Member committee assignments, if desired; and
3. Disband any committee that is no longer necessary, if applicable.
