Meeting: Board of Supervisors Meeting Item: 4.02 Board of Supervisors Public Comment - Comments to the Board on issues and items not listed on the agenda. Pursuant to California State law, the Board of Supervisors is prohibited from taking action on any item not listed on the agenda. Please note that Public Comment is in two separate sections. One, as the first regular item on the agenda, which will last a maximum of 15 minutes, with another to follow as the last item on the regular agenda with no time limits. eComment: Good morning/Afternoon Ladies and Gentlemen of the Board, On December 14th of 2022 it was brought to my attention that the board voted on closing fire stations within Butte County. I had reviewed the agenda prior to that meeting online and I did not see anything that directly said that you were voting on closing fire station 62 or any fire station in Butte County for that matter. After speaking with some civic minded members of the community, it was determined, that there were actually two different agendas posted online at different url's. One member of the community actual took pictures of it. The one that I had seen, that did not go into any detail about closing any of the fire stations within Butte County. The other agenda posted online that went into detail and actually named the Stations that you would be discussing and voting on to close at the December 13, 2022 Board of Supervisors meeting. I then decided to call Station 62 and spoke with Captain Denton after speaking to Captain Denton he confirmed that you the members of the Board had indeed voted on closing Station 62 and that it was closing on Monday. I honestly could not believe what I was hearing. As a disabled person I need to know that if I need help that I can depend on getting help in a timely matter. So, I then reached out to your office, and I spoke with JP of your office on December 14th he did confirm that the Board had voted on and decided to close Station 62 as well as 2 other Stations. I than asked him if the minutes had been transcribed and he informed me that he was working on them and that they would be available by days end. I then proceeded to notify the community of Berry Creek to see if anybody else had even heard about the prospect of the Board of Supervisors closing station 162 no one had heard anything. I ask you; How could the Board of Supervisors vote on a matter that was not posted and available to the entire community of Berry Creek? A decision that would directly impact each and everyone in this community. I think that you the members of the Board will agree as would any reasonable person that a computer glitch in the system is not a validreason as to why I wasn't able to see the agenda that the Board of Supervisors followed and took action on. I therefore ask the Board to please give me the opportunity to speak before a vote is cast that will hinder any hopes of our already devastated community to rebuild and thrive as it did before the North Complex (Bear Fire). Over 1,230 structures were destroyed, 12 liveswere lost. Our beautiful trees are gone. But we are not. The community is still here trying to rebuild our lives and community. Furthermore, I called the office of the Board of Supervisors today asking why I could not register to speak and participate during tomorrow's meeting, and I informed a woman named Shanna that I am following the instructions on the website exactly, butit is not bringing me to where it says it should be. Shanna of the Board of Supervisors reply was that we are not doing that right now I asked her what she meant, and she replied that I would not be able to speak/participate in the meeting because there are too many glitches with the system. With that being said your office is aware of the glitches and it is only right that you repost thistopic on the agenda and give the community of Berry Creek as well as myself a chance to speak and be heard. Furthermore, I would ask that this decision be reversed and revoted on (I believe that the Brown Act would call this Cure and Correct for not posting all topics on the agenda). The community has a right and should be given a chance to speak and present their arguments on why we need to have Station 62 opened and manned everyday by CAL Fire. Also please be aware that the volunteer fire department number 61 is unable to man Station 62 because there are only a few volunteers, and they have lives and jobs that take them outside of the community. I believe that there was some miscommunication as to them being able to man Station 62. I have gone past Station 62 and it has been closed on the numerous occasions i have passed it. In fact, it hasn't been opened or occupied since being shut down to my knowledge. I am attaching documentation why closing station 62 will hinder the rebuilding of our community which I am not sure that you are aware of. In order to rebuild or have a prefabricated home delivered the person needs to either hire a rebuilder or a prefabrication company to start their project. I. It requires a lender to obtain a mortgage and in order to get a loan on a home you must be able to obtain and carry homeowners insurance for the home. 2. Most properties that had there structures destroyed will need to obtain insurance and the insurance company looks at the ISO rating as well as if there were any claims for the property. Having a claim in a Wildfire area almost always will prevent anyone from obtaining private insurance after the Camp Fire let alone the Bear Fire (North Complex Fire) 3. So those people who have already obtained their new home might get dropped by their insurance once the insurance Company finds out that we no longer have a Full Time Round the clock Professional Fire Department. 4. Residents will then try to find a new Insurer but will ultimately have to buy insurance through the California Fair Plan. 5. Once the Insurers in the California Fair Plan view our new rating of a 10 (really Bad score) they will ultimately have a reason to set higher rates due to the fact that we are now at a higher risk for a loss. What does this all mean: Well residents might now find out that they cannot afford to live on their properties between a mortgage payment and a new higher Insurance rate. My house survived the fire, and I was shopping around and received denial letters when I was looking for a new insurance company in case, I was dropped by mine. The reason given was that I had a claim against this property and was advised to look into applying to the California Fair Plan. The moratorium that the Insurance Commissioner has expired, he had put in place an order or law which prevented the insurance companies to drop our coverage or policy for two years after the fire. Well, the two years is up, and they can do a few things to drop anyone. There is no law that says they have to insure us. They can send a non-renewal letter. They can choose not to issue a policy. It is very hard to live up here just a drive around shows how devastated we are. Peopleliving in trailers some outside in make shift shelters etc...It is truly heartbreaking. I know that the Board felt that the Kelly Ridge Department would respond and drive up to handle an emergency. Well, we found out pretty quickly that they weren't available, and another station had to respond. The response time is deplorable in an emergency as time is of the essence. I am going to bringyou now to recent events that have happened. A tree fell and pinned a community member down under it. Imagine how horrible it was for that neighbor. How long every second felt for him waiting on an out-of-town Station to get to him. The complications that someone could have while waiting for that response. This individual could have died or lost a limb if he had compartmentsyndrome from being pinned underneath the tree. Imagine that these burn scars that are now creating these rivers that are sweeping items away. Cars underwater what happens when that is you caught in that river, and you have to wait for a technical rescue that has to make it around lake Oroville now let's say that a rockslide prevents that station from even getting to Berry Creek.On April 15th of 2008 harts mill fire stationed was open it was dedicated to the men and women of Callfire who served the people of the great state of California it is located on Oro Quincy highway and bury Creek Rd it was until your decision staffed year-round with two captains and eight firefighters during the summer preparedness. The station was supported by the BerryCreek volunteer company. At the time it was the mission of the view county cooperative fire agencies to provide professional services to protect lives property and environment to those residing working or traveling with the within the unincorporated areas of Butte County. I believe that mission has not changed, and that Berry Creek is in more need of having this stationopened and manned year-round. As I said previously my house was spared during the fire and I am fortunate enough to live at Lake Madrone where we do have a full-time person to handle all emergencies that happened in the Lake Madrone Water District Areas. Lake Madrone I believe is the only part of Berry Creek that actually has fire hydrants but without a fire department and someone to man hoses should a fire occur, we would still need to utilize Cal Fire and their expertise to handle a fire or incident. At this time, I would like to remind the members of the board that safety is being prepared it is not being reactive but instead being proactive. These are real life emergencies and accidents that happen all the time I hope that they don't as does everyone, but they are called accidents for a reason an accident by definition is an unfortunate incident that happens unexpectedly and unintentionally typically resulting in damage or injury an emergency is a serious unexpected and often dangerous situation that requires immediate action depending on an out of town fire station is absolutely ridiculous for the reasons and variables that I had previously mentioned example rockslides uncontrollable flooding roads inaccessible roads that are underwater bridges and dams that are failing and that's just to name a few.
