Blackett: This letter presents an updated construction schedule for the Sandy Beach and Bardees Bar River Access Recreational Enhancement projects for Pacific Gas and Electric Company’s (PG&E) Poe Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 2107. Bardees Bar River Access Project is scheduled for construction November 1, 2023, through January 1, 2024. The Sandy Beach River Access Project is in the design phase. Pursuant to the Recreation Management Plan, PG&E must submit to the USDA Forest Service (Forest Service) for review and approval design drawings at the 30, 60, 90, and 100 percent stages for all recreation projects on National Forest Service land. This includes the Sandy Beach River Access Project. The 30 percent design was submitted to the Forest Service for approval on June 15, 2022. PG&E has yet to hear a response. Pending approvals from the Forest Service and FERC, construction is anticipated to start August 2024. The 30% design request for Forest Service approval can be found in Enclosure 1. Pursuant to the Poe Recreation Management Plan, PG&E must submit to the Forest Service for the review and approval design drawings at the 30, 60, 90, and 100 percent stages for all recreation projects on National Forest Service land. This includes the Poe Beach Recreation Enhancement Project. The proposed 30% design is very similar to the conceptual design drawings; however, a notable change is the replacement of a 5-foot-wide steel ramp with a flood resistant and hardened trail. This proposed access trail would incorporate a single switchback to achieve a slope of 8%, while avoiding a great deal of earthwork and vegetation removal. More importantly, this trail is necessary because of anticipated long-term safety and operational concerns, which render a steel ramp infeasible at this location. Specifically, the access ramp would be constructed within the 20-year and 100-year flood zones of the Feather River. Repeated inundation from flooding would compromise the integrity of a steel ramp by rusting components, and significant flooding could wash a ramp away entirely. Repairing or replacing a steel ramp would take significantly longer than a hardened trail. This would lead to prolonged closures of the most popular recreation site in the Poe reach. Further, the addition of a steel ramp and supporting piers could entrap debris during high flow events resulting in unanticipated impacts from impeded or redirected flows. In contrast, the proposed hardened trail would significantly reduce concerns from flooding events, avoid extraneous terrain disturbance, and improve access to the beach. The 30% design drawings for Sandy Beach are provided as Attachment 1. These drawings were prepared by a PG&E consultant, PACE Engineering. PG&E has reviewed the consultant’s work products. Please respond with comments or approval by June 15, 2022, which is 30 days from the date of this letter.
