Blackett: This letter presents Pacific Gas and Electric Company’s (PG&E) status update on the Federal Energy Regulatory Commission’s (FERC) Follow-up Item 6 (Item 6) from the 2019 annual FERC dam safety inspection of PG&E’s DeSabla-Centerville Hydroelectric Project, FERC No. 803. FERC inspected the project facilities with PG&E personnel on July 8–9, 2019, and identified follow-up items from the inspection in a letter to PG&E, dated October 15, 2019. PG&E provided our initial plan and schedule to address Item 6 in a letter to FERC dated May 29, 2020. PG&E’s most-recent correspondence regarding Item 6, an extension of time request, was provided in a letter to FERC dated May 26, 2022. PG&E’s status update and plan and schedule for further actions to address Item 6 are enclosed with this letter (Enclosure 1). An inspection summary report for the spillway at Hendricks Head Dam, prepared by Voss Laboratories, is provided in Enclosure 2. PG&E has reviewed Voss Laboratories’ inspection summary report and concurs with the findings and conclusions presented therein. Hendricks Head Dam – Concrete Condition Assessment, prepared by Voss Laboratories and dated September 21, 2022 - CUI//CEII – DO NOT RELEASE ENCLOSURE 1 Enclosure 1 1 DeSabla-Centerville Hydroelectric Project, FERC No. 803-CA Hendricks Head Dam, NATDAM No. CA00702 Status Update to Address Follow-up Item 6 from the 2019 Annual FERC Dam Safety Inspection In a letter to Pacific Gas and Electric Company (PG&E) dated October 15, 2019, the Federal Energy Regulatory Commission (FERC) provided findings and Follow-up Item 6 (Item 6) identified during the 2019 annual FERC dam safety inspection of PG&E’s DeSabla-Centerville Hydroelectric Project, FERC No. 803. Item 6 is regarding Hendricks Head Dam. For reference, Item 6 is copied below, followed by PG&E’s status update. Item 6: A large concrete spall with exposed reinforcement was observed on the concrete step of the dam. Additionally, concrete deterioration with exposed reinforcement was also observed at the downstream edge of the crest. Provide a plan and schedule for repairing the damaged concrete in these areas. PG&E retained Voss Laboratories (VL) to perform nondestructive testing and a condition assessment of the concrete within the spillway at Hendricks Head Dam where spalling and exposed reinforcement were noted during the 2019 FERC dam safety inspection. VL assessed the concrete on September 8, 2022, and a copy of the condition assessment report is included with this filing. The investigation findings indicate that abrasion erosion on the upper and lower sections of the spillway have led to the observed spalling and exposure of the reinforcing steel. VL recommends completing partial depth repairs for the areas of concrete with significant section loss and where reinforcement is exposed. PG&E concurs with the findings and recommendations in VL’s report and has initiated a project to perform the recommended repairs. The project is planned to be designed in 2023/2024 with construction occurring in 2025. PG&E plans to submit a construction authorization request and supporting documentation to FERC by June 30, 2024.
