This project is a proposal to enhance the Fathers House Church property by requesting a
use change permit. This document will represent the development of a Conditional Use-
Permit application to modify and develop new and existing uses on 91.71 acres as a part
of the Fathers House. Out of the 91.71 acres, only 13.65 acres are being developed and
out for that 78.06 acres are open space.
It has been prepared in accordance with the instructions contained in the
Butte County, Conditional Use-Permit Application these sheets contain a description of
the project and information supporting the necessary flndings for approval of the Use
Permit.
Proposed approach: To establish a clear direction of the Fathers House property and
provide documents that will identify the future uses of the three parcels. This Conditional
Use-Permit will be the guide for these future uses of the property.
The Ownership Goals: The ownership wants to present a development plan that will allow
Fathers House a chance to grow and provide a quality spiritual environment within the
current zoning with use permit support.
Process: We would like to request that Butte County accept this Conditional Use-Permit
and allow Fathers House to move forward with this DEVELOPMENT PLAN, especially Avie’s
Place – Inclusive Playground dedicated as a memorial to their late daughter and
granddaughter Avie, who passed years ago. Other site elements such as the Church
Building with Parking, Outdoor Church, Housing will allow the ministry to grow and have its
leaders live on the premises.
Zoning and Land Use: Existing Parcels, zoning and general plan designation is stated
below. The plan identifles the parcels, square footage and location.

Existing Utilities: Pre-Authorization clearance – we currently have a will serve letter from
South Feather Water and Power for domestic potable water service.

Proposed Services to be provided in the future:
CURRENT SERVICES / USES
The current uses on the site are church services, meetings and counseling, food bank
distribution and storage, hobby room, events for the church and community, residential
units, recreational walks and trails.
FUTURE SERVICES – The following uses and services are proposed to be provided:

Hours and Days of Operation:
Church Operations: Wednesday, Friday and Sunday. Normally open from 9:00am –
3:00pm for Church related work. Services 10:00am – 1:00pm
Food Bank: only open from 8:00am – 5:00pm, roughly 20hrs/week with 1 Volunteer.
Food Bank supplies other Food Banks in the area and is used for loading/unloading
purposes.
(Future) Avie’s Place: Open during normal working hours for Church Members. Only
available to the public at meetings or appointments.
(Future) Community Garden: Will only provide foo to the Food Bank, Church,
Residents
Additional existing and future amenities provided on site (Mini Golf, Bike Track,
Trails, etc) will only be available to Church members during Standard Service Hours
Number of Employees:
0 Employees, anyone helping onsite are Volunteers and normally part of the
Congregation.
Site Descriptions:
The site itself sits in the foothills of Butte County in the Chaparral / Oak Woodland zone. It
is accessible from Oroville- Bangor Highway and will have four access points. One primary
access and one secondary access on OBH and two points of access to the west for
emergency and pedestrian access.

Design Description:
1.Zoning: Prepare layout of site with existing and future design elements. The current
6 residential units are located with two per parcel. Single family residential 1-acre
minimum parcel sizes
•Private stables, barn, paddock, pasture, etc…
•Public and quasi-public uses on site include:
o Avie’s Inclusive Playground / park and rec
o Trails
o Outdoor Church
o Fitness stations
o Mini golf
o Disk golf
o Community Garden and farmer’s market
o Bike Pump Track
MDR allows:
•Single family residential and ADU units – Maximum is 6 dwellings / 1
house and 1 ADU per parcel
•Public and quasi-public uses and park and recreational facilities
proposed on site include:

o Stables, barn, paddock, pasture, etc.…
o Trails connecting elements of site

2.Environmental: The site changes will have minimum impact on the sensitive areas
of the site such as ponds, drainages and existing trees and native vegetation.
a.Storm water will be maintained on site with retention and detention basins
b.Trees and vegetation:
i.The vegetation is Foothill / Chaparral Region of California habitat.
ii.All existing water drainage is to remain. Additional basins will be
created per development plan.
iii.Tree removal:
1.Out of the 13.65 acres we are estimated to remove 135 trees.
2.The tree species are Interior Live Oak, Valley Oak, Blue Oak and
Foothill Pine.
3.To mitigate the removal of the trees we will replant 3:1 trees for
the trees that are removed. These will be strategically located
to serve the new development and create forested habitats.
4.Trees that will be removed will be repurposed for fencing and
decking materials.
