The approved set of building Plans was not reviewed for this site prior to review and monitoring of the pad placement, compaction and testing. The debris from the footprint of the residential building that was destroyed in the Camp Fire in 2018 was removed from the site prior to the compaction work. The existing septic tank was removed prior to the initial grading and the area was compacted during the pad construction process. A new septic tank and leach field will be placed after the compaction test was completed for the pad. The preparation of the subgrade required ripping the in-situ material to prepare sub-grade and ready the site for the compaction process to complete the pad. Some rocks and tree roots that were encountered and were removed from the site to complete the ripping process. Any rocks larger than 6 inches were taken out of the cut/fill material as it was being placed in lifts. Import Aggregate Base (AB) material was brought to the site compacted in no greater than 6 inch lifts. Water was applied from a water truck and hose to add moisture to the AB material bringing it optimum moisture for compaction. The height of fill was less than 15 inches on the Northwest corner. Compaction testing was completed at all four corners where the proposed Manufactored Home will be placed. Now issues of settlement or unstable conditions were seen on the remaining portion of the lot. Drainage for the lot will be provided to drain stormwater away from the building pad to leach into the ground and evaporate onto the landscaped portions of the lot. The driveway will be sloped to drain away from the garage area. Pursuant to the 2022 California Building Code Section 1705A.6 Soils, by special inspection, it is verified that the compacted pad prepared for a Residential Building foundation has been reviewed and the material was compacted to 90% or greater of maximum density as determined by ASTM D1557, Modified Proctor and verified in the field by Humboldt EDG Electrical Density Gauge.
