Jos.{Zh -. On January 27., 1994, with the permission of, and in the presence of your tenant, I inspected your above stated rental dwelling, and the following, but not limited to, substandard items were discovered: 1. The front door is not weather -tight. - 2. Six (6) windows are broken. 3. There are about one hundred holes in the living room ceiling. (The shape of the holes leads me to believe .that they were made with a knife.) 4. The wood stove has a vent made from a single piece of metal. A double or triple vent pipe may be required. 5. A light bulb in the living room needs a protective cover. 6. There is exposed electrical wiring at a light fixture in the bathroom, and the light fixture has no on-off switch. 7. The lavatory in the bathroom is not connected to the waste plumbing system. G. There is a hole in the bathroom floor. 9. Wood surrounding the kitchen sink is rotten. 10. Two lights in the kitchen need protective covers. One light has no on-off switch. 11. The tenant claims that water leaks in over the kitchen stove when it rains. 12. A light in the front bedroom needs a protective cover and must be fastened to the ceiling. 13. There is exposed wiring at a light fixture next to a closet in the front bedroom. The trot -water heater needs a pipe attached to the pressure -temperature relief valve. The pipe must be properly extended to the outside of the house. 15. The washing machine discharges onto the surface of the ground, and the bath tub may not be connected into the waste plumbing system. 16. The wooden sub -roof under the tin roof is partially rotten. 17. There is a hole in the exterior north wall. 18. A non -waterproof plug is on the exterior of the north wall. 19. A light on the front porch is not weatherproof. 20. The trap-door in the living room must be secured to the floor. 21. The living room floor may need bracing as the tenant told me that her husband had to install a brace under the living room floor. 22. One front porch post must be secured to the floor. 23. There is exposed wiring from the house to the storage building. 24. There is no safety shield on the electrical service box. 25. Windows on the west side of the dwelling are not weather -tight. 26. The front concrete step is deteriorated, and boards near the step are rotten. With respect to the above items, your rental dwelling is substandard with reference to the State of California Housing Code, Section 17920.3 - a copy of which is enclosed for your information. You are hereby notified to comply with the above stated code within THIRTY (30) DAYS from receipt of this letter by correcting the substandard items. Some of the corrections may need permits from the Butte County Building Department, 7 County Center Drive, Oroville, CA 95966, phone (916)-538-7541, and you must obtain the necessary permits before making the repairs. Substandard building; conditions Any building or portion thereof including any dwelling unit, guest room or suite of rooms, or the premises on which the same is located, in which there exists any of the following listed conditions to an extent that endangers the life, limb, health, property, safety, or welfare of the public or the occupants thereof shall be deemed and hereby is declared to be a Substandard building: a) Inadequate sanitation shall include, but not be limited to, the _ oilowing: U) Lack of, or improper water closet, lavatory, or bathtub or shower in a dwelling unit. t?) Lack of, or improper water closets, lavatories, and bathtubs or showers per number of guests in a hotel. (3) Lack of, or improper kitchen sink. (4) Lack of hot and cold running water to plumbing fixtures in a hotel. ( .5) Lack of hot and cold running water to plumbing fixtures in a dweiling unit. :6) Lack of adequate heating. 1 7) Lack of, or improper operation of required ventilating equipment. x 1 3) Lack of minimum amounts of natural light and ventilation required by this code. 9) Room and space dimensions less than required by this code. 1 10) Lack of required electrical lighting. 11) Dampness of habitable rooms. ; L2) Infestation of insects, vermin, or rodents as* determined by the n. neaith officer. 1:3) General dilapidation or improper maintenance. 114) Lack of connection to required sewage disposal system. 115) Lack of adequate garbage and rubbish storage and removal facilities as determined by the health officer. (b) Structural hazards shall include, but not be limited to, the follow- ing. (1) Deteriorated or inadequate foundations. (2) Defective or deteriorated flooring or floor supports. (6) Members of ceilings. roofs, ceilings and roof supports, or other horizontal members which sag, split, or buckle due to defective material or deterioration. (7) Members of ceiling, roofs, ceiling and roof supports, or other horizontal members that are of insufficient size to carry imposed loads with safety. (8) Fireplaces or chimneys which list, bulge, or settle due to defective material or deterioration. (9) Fireplaces or chimneys which are of insufficient size or strength to carry imposed loads with safety. (c) Any nuisance. (d) All wiring, except that which conformed with all appiicable laws in effect at the time of installation if it is currently in good and safe condition and working properly. (e) All plumbing, except that which conformed with all applicable laws in effect at the time of installation and which has been maintained in good condition, or which may not have conformed with all applicable 1 r: laws in effect at the time of installation but is currently in good and safe condition and working properly, and which is free of cross connections and siphonage between fixtures. (f) All mechanicai equipment, including vents, except that which con- formed with all appiicable laws in effect at the time of installation and which has been maintained in good and safe condition, or which may not have conformed with all applicable laws in effect at the time of installa- tion but is currently in good and safe condition and working .properly. (g) Faulty weather protection, which shall include, but not be limited to, the following: (1) Deteriorated, crumbling, or loose plaster. (2) Deteriorated or ineffective waterproofing of exterior walls. roof, foundations, or floors, including broken windows or doors. (3) Defective or lack of weather protection for exterior wall coverings, including lack of paint, or weathering due to lack of paint or other approved protective covering. (4) Broken, rotted, split, or buckled exterior wall coverings or roof coverings. (h) Any building or portion thereof, device, apparatus, equipment, combustible waste, or vegetation which, in the opinion of the chief of the fire department or his deputy, is in such a condition as to cause a fire or explosion or provide a ready fuel to augment the spread and intensity of fire or explosion arising from any cause. 348 RULES AND REGULATIONS § 17920.3 Pt. 1.5 (i) All materials of construction, except those which are specifically allowed or approved by this code, and which have been adequately maintained in good and safe condition. (k) Any building or portion thereof which is determined to be an unsafe building due to inadequate maintenance, in accordance with the latest edition of the Uniform Building Code. (1) All buildings or portions thereof not provided with adequate exit acilities as required by this code, except those buildings or portions hereof whose exit facilities conformed with all applicable laws at the me of their construction and which have been adequately maintained and increased in relation to anv increase in occupant load. alteration or addition. or any change in occupancy. When an unsafe condition exists through lack of, or improper location of. exits, additional exits may be required to be installed.
