RESOLUTION RATIFYING THE PROCLAMATION OF A LOCAL EMERGENCY FOR THE 2024 EARLY FEBRUARY STORMS AND
REQUESTING THE GOVERNOR PROCLAIM THE COUNTY OF BUTTE TO BE IN A STATE OF EMERGENCY
WHEREAS, Section 8-5 of the Butte County Code empowers the Chief Administrative Officer of the County of
Butte to proclaim the existence, or threatened existence of a local emergency when the county is affected, or likely to
be affected, by a local emergency and the Board of Supervisors is not in session; and
WHEREAS, the conditions of extreme peril to the safety and property have arisen in Butte County, caused by a
powerful, slow moving, atmospheric river, including dangerous flooding, heavy snow, and damaging wind causing
property damage and power outages, and;
WHEREAS, The State of California has seen historical precipitation causing damage to public and private
property, for which damages cannot yet be calculated; and
WHEREAS, local resources in Butte County are faced with conditions that exceed their functional capabilities;
and
WHEREAS, on February 6th, 2024 the Butte County Acting County Administrative Officer did proclaim the
existence of a local emergency due to a powerful, slow moving, atmospheric river pursuant to Section 8-5 of the Butte
County Code; and
WHEREAS, the County of Butte Board of Supervisors does hereby find that the aforesaid conditions of peril do
warrant and necessitate a proclamation of the existence of an ongoing local emergency due to dangerous flooding,
heavy snow, and damaging wind causing property damage and power outages; and
WHEREAS, this proclamation of emergency will be reviewed and renewed no less than once every sixty days if
still required; and
NOW, THEREFORE, BE IT RESOLVED AND ORDERED that the Proclamation of Existence of a Local Emergency
with respect to the early February 2024 Winter Storms by the Acting Chief Administrative Officer is hereby ratified and
confirmed by the Board of Supervisors of the County of Butte; and
IT IS FURTHER RESOLVED AND ORDERED that Briana Haberman, Deputy Administrative Officer for County of
Butte Emergency Management, is hereby designated as the authorized representative of the County of Butte for the
purpose of receipt, processing, and coordination of all inquiries and requirements necessary to obtain available state
and federal disaster assistance.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 13th day of February, 2024, by the
following vote:
AYES: Supervisor Connelly, Durfee, Ritter, Teeter and Chair Kimmelshue
