4.14 Authorization of a Job Order with Knife River Construction for Emergency Repairs on Oro Quincy
Highway Above $500,000 - Job Order Contracting (JOC) is an alternative project delivery process
that allows contractors to complete many projects with a single bid. Public Contract Code section
20128.5 allows the County to implement a JOC services process to select vendors to complete
specific individual projects for repairs, maintenance, and other repetitive work according to fixed
unit prices under a single umbrella contract executed by the Board of Supervisors. On August 22,
2023, the Board awarded JOC contracts to Knife River Construction and three other contractors.
As part of the JOC approval process, the Board directed the Department to return to the Board
for additional approval for job orders over $500,000 executed under the JOC program. Recent
storm activity resulted in considerable damage to portions of Oro Quincy Highway 700 feet west
of the northwestern edge of Madrone Lake. Field visits with JOC contractor Knife River on March
7, 2024, suggest early estimated repair costs above $1 million. Oro Quincy Highway is identified
as an emergency evacuation route and collector road. The Department has more than $12 million
in significant disaster recovery projects scheduled to begin this summer on Oro Quincy Highway
that cannot begin without these emergency repairs. The road also carries critical underground
utilities that could be impacted without these emergency repairs. If approved, the repairs are
estimated to take 2-3 weeks (weather dependent). It is unclear whether a temporary road
closure will be needed. Bald Rock Road may be used as an alternative route if a road closure is
necessary. The Department recommends that the Board authorize the Director of Public Works
to approve a Job Order for Knife River Construction for the emergency repairs on Oro Quincy
Highway above $500,000 - action requested - AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO
APPROVE A JOB ORDER WITH KNIFE RIVER CONSTRUCTION FOR EMERGENCY REPAIRS ON ORO
QUINCY HIGHWAY ABOVE $500,000.
