RE: Pre-Development Review Conference Biomass Utilization Facility (PRED25-0003)

Butte County Planning Division requests your agency's/department's comments on the enclosed application, including comments on possible alternatives or modifications, specific application
materials that may be required, and any necessary studies or information. The comments provided for the preliminary application will allow the applicant to incorporate the information
into the project's design in advance of their official submittal. Project materials are available were attached to the meeting invite and here: TRAKIT.
Planning will provide an overview of the proposed application and receive your comments at the meeting on Wednesday, April 30th, at 1:00 pm. The meeting will be in the Butte County Training
Room at 7 County Center Drive, Oroville. If you are unable to make it in person, a Teams invite will be sent.
Please review the application materials and provide any necessary comments for the proposed project relevant to your agency's/department's area of expertise and jurisdiction. Written
comments may be delivered in advance of the meeting or soon after via email to Alyssa Mendoza at amendoza@buttecounty.net
PROJECT DESCRIPTION: Proposal to add 24 additional acres to the existing composting and retail operations. This will expand the existing 10-acre composting and retail operations. The
facility harnesses a mechanized composting system utilizing GORE Covers—rated “A” by a strict air quality district for exceptional efficacy in capturing greenhouse gases and odors.
The project parcel is zoned Agriculture, 40-acre minimum, and is 304.68 acres. APN: 041-120-134.
PROJECT LOCATION: The project site is located on the east side of Clark Road, approximately 1,000 feet south of Durham-Pentz Road, at at 2552 Clark Road, Butte Valley.
ZONING: AG-40 (Agriculture, 40-acre minimum)
GENERAL PLAN DESIGNATION: Agriculture
