We will purchase Crv Material which includes: Aluminum, Plastic, Glass, and Bi Metal.
We will have a small aluminum baler, a sorting table, a small scale, buckets, and a
small storage container. We will transporting our material back to our main site in Los
Molinos.

SMALL RECYCLING COLLECTION FACILITY PERMIT REQUIREMENTS
1. A recycling collection facility is defined as a center for the acceptance of recyclable materials from the public by donation, redemption, or purchase.
2. Small collection facilities may include a mobile unit, bulk reverse vending machines or a grouping of reverse vending machines occupying more than 50 square feet, kiosk type units that may include permanent structures, and unattended containers placed for the donation of recyclable materials.
3. Small collection facilities shall occupy a total area of less than 500 square feet.
4. Small collection facilities shall not be located within 50 feet of a residential zone.
5. Small collection facilities shall be set back at least 10 feet from any public right-of-way and shall not interrupt pedestrian or vehicular traffic.
6. Small collection facilities adjacent to a residential zone shall be enclosed in a structure or screened from view by an opaque fence, wall or other approved materials at least 6 feet in height.
7. This Administrative Permit is valid only when accompanied by a copy of the approved site plan
8. The Zoning Administrator may revoke its approval of this Administrative Permit, if any
of the following applies:
a. The applicant or property owner has altered the circumstances under which the permit was granted to a degree that one or more of the findings required to grant the original permit can no longer be made;
b. Permit issuance was based on misrepresentation by the applicant through the
ommission of a material statement in the application;
c. One or more of the permit conditions of approval have not been complied with or fulfilled;
d. The applicant or property owner has failed or refused to allow inspections for compliance;
e. Improvements authorized by the permit are in violation of the Zoning Ordinance or
any law, ordinace, regulation, or statute; or
f. The use is being operated in a manner which constitutes a nuisance.

To Whom this may concern,
My name is Skip Barker and I own S&L Recycling Center in Los Molinos, CA. I am currently
working on opening a Recycling Center at HWY 32 in Chico, Ca. At this location I will purchase CRV
beverage containers which include Aluminium, Plastic and Glass. I will have a small office, a scale, a
sorting table, buckets, a generator, and supersacks which is for storing material. I will be taking my
material back to my main site for processing every day, if not every other day. Our hours of operation
will be Monday through Saturday 10am to 4pm and Sunday 11am to 4pm.
I understand that I will only have 500sq ft of space and that's why I will be transporting my material
to my site in Los Molinos. For now a small administrative permit will work, but eventually I would like to
upgrade to a Minor Use Permit if possible.
I really feel a Recycling Center that is clean and presented nicely with good customer service will
be good for the community. I truly appreciate all the help I have received. Thank you.
