Subject: Emergency Funding Request for Community-Led Environmental Remediation in Concow
To the Butte County Clerk and Board of Supervisors,
The residents and organizers of Concow, are demanding immediate allocation of emergency
funds to support community-directed environmental remediation and hazard mitigation.
After being abandoned in the wake of the Camp Fire, the unincorporated town remains riddled
with toxic debris, charred synthetic materials, biohazardous waste, and the remnants of
unmanaged destruction. We do not want state-appointed contractors. We demand support for
our local crews, our tools, and our capacity.
This is a public health crisis and a matter of environmental justice. Under California Health &
Safety Code Section 101040, the County has the authority to respond to local health
emergencies. We are formally requesting:
• Immediate financial assistance for waste removal equipment (e.g., tractor with bucket,
dumpsters, protective gear)
• Permission and support for community members to manage and direct all cleanup efforts
• Assurance that no outside agencies or contractors will be sent in unless invited by the
residents
We are not asking for charity or misdirected help. We are demanding resources that ought to
be distributed, to clean up our land and protect our people.
Sincerely,
Kenneth Scherer
