The department summary obfuscates that this extension would not raise the already approved not to exceed cost of
this unfortunate single-source contract. So we can't know how much we will end up paying for once again taking too
long to transition from one proprietary software platform to another. Just like the Granicus to CivicPlus transition
and the Workday transition before that, the TRAKiT to Accela transition has not gone as smoothly as planned. The
Board could consider having more IT staff in house to get the new systems operational before the old contracts
elapse. But fundamentally the problem derives from being locked into a proprietary platform that can be sold from
one vendor to another who then choses to gouge the captive customer base. If Butte County collaborated with other
jurisdictions to commission publicly owned software we could customize ourselves as our needs evolve, we would
not be paying third parties for both TRAKiT and Accela at the same time. This item illustrates a systemic flaw that
must be corrected.
