Subject:Old Humboldt Rd. Bike Path
To whom it may concern:
Carla & I have been committed cyclists in Chico for over 30 years.
We used to ride Old Humboldt Rd. frequently until about 5 years ago. The main attraction was the (relative) absence of
cars until its confluence with Hwy 32.
We stopped riding Humboldt Rd. about 5+ years ago due to a number of factors, including:
* Complete deterioration of the road surface
* Toxic accumulation of junk & homeless individuals along the road
* Increasingly frequent gunfire audible along the road due to target practice between Humboldt & Hwy 32
After the renovation of Humboldt Rd., we ride it at least several days/week. It is a cyclist's dream. The incredibly smooth
roadway, absence of cars, junk, homeless, gunfire, etc. We have also taken notice of families, seniors & dog walkers
accessing this incredible asset. Not to mention the wonderful history lesson of Old Humboldt Rd. inscribed on both ends
of the bikeway.
When our cycling friends from out of town visit we always take them up Humboldt. All of them are amazed that this
wonderful bikeway exists in this community.
Please preserve this incredible asset to Chico in its current (non-motorized vehicle) state. It is truly an amazing asset to
our community.
Respectfully,
D. Marc Lyde

My name is Yunnel Aguilar and I would like to share how impactful has been for me to have Humboldt rd closed to
vehicles.
I have been riding bikes for years and I had soo many close calls with cars not paying attention when behind the wheel,
having this beautiful road closed to vehicles gives me the peace in mind that I can train daily without worrying that I will
be involved in a bad accident, please let’s keep it closed and clean and beautiful so more people, athletes, Seniors and
families benefit from it.
Thank you in advance.

Dear Butte County Board,
Please keep Humbolt Road closed to traffic and cycling only. Since the Paradise fire Chico has much more vehicle traffic

I do I see many other cyclists using it. It has enriched the quality of life living here in Chico.

Dear Butte County Board Of Supervisors,
I'm writing to voice my support for keeping Old Humboldt Road closed. Since the closure, it’s become a great space for
the community to walk, run, and bike. I use the trail regularly and have noticed how well it’s been maintained. It’s clear
that the space has become a safer and more enjoyable area for everyone.
I’m concerned that reopening it will bring back illegal activity and littering, which were ongoing issues before the
closure. My biggest worry, though, is the fire risk. I’ve seen burn marks and debris on the sidewalk of Yosemite
Drive and Humboldt Road, which I reported to the police back on December 29, 2024. As my fiancé and I just bought a
home in Oak Valley, the threat of a fire like the Park Fire is especially concerning. Reopening this road could put the
community at risk.
For these reasons, I strongly believe the road should remain closed for another 18 months as it's been a positive
change.
Sincerely,
Brenda Rodriguez

Just wanted to share my vote of approval of keeping humble Road closed to cars. Between my wife and I we use that
road a couple times a week as we both bike regularly. Since it has been updated and closed to traffic, we have noticed
that the entire area seems safer and so much cleaner. We have used it with our four kids, and they two have enjoyed
riding down the path as we normally park at the top.
Please keep it closed to cars and let’s make this a part of Chico that, bikers, hikers and walkers and enjoy all year around
without having to worry about running into people sleeping in their vehicles.
Our family loves the at it is currently!

I am a Chicoan and started the Chico Cucling Team about 14 years ago. I am an avid cyclist, walker, hiker and outdoors is
my happy place.
I have seen Humboldt Rd. before it was repaved and it was a high school hangout with kids/minors drinking and doing
drugs. Over the years there have been abandoned vehicles, bullet casings, garbage dumped up there and for the longest
time is was a hot bed for in-discretionary sexual hook ups and this was prevalent as much in the day as was happening at
night. The road closure and repaving with private money has brought a new positive light to Humboldt Rd. There are
cyclist, walkers, families with pets, roller skaters. It has brought a healthy place for multiple interstate to come together
and everyone seems so happy and cordial.
I guess my question would be why? There is no benefit for a car to drive on Humboldt Rd. It is not an emergency exit, it
doesn’t really go to a specific location, it is not a short cut to anywhere. It was never really policed.
Once again, we have a healthy place for people to gather, listen to your community or better yet, dust off that bike in
the garage and take a ride up the hill or a walk.
One other thing, we should be preserving the Wagon Tracks right next to the road so that might be the next thing on the
agenda.
Thanks Mike Castaldo

Thank you for your attention. I have ridden this road for 30 years and have always wondered why it was open to traffic
since it was unnecessary for anyone but the property owner at the top. It has burned at least once, has been a garbage
dumping area for some, has been in very bad condition for all those years, a place to steal rocks from the historic wall,
and has been a somewhat scary place to be when solo.
I was under the impression that the donor that had the road paved did so under the pretense that it would be closed to
traffic. In fact, before we were allowed to ride it we were told that it wasn't designed for car traffic and to stay off until it
was "cured". It seems to me if it resumes as a car road then the donor should have his money returned to him with
interest.
Every time I ride this beautiful pedestrian/bike lane I see multiple people enjoying it as well.
Please do not open that road to cars again. Let's preserve this treasure.

Please convey to the Board members our support to extend the resolution to restrict vehicular traffic on Humboldt Rd.
Through generous donations of money and time by members of the public, this improved section of Humboldt has
become a recreational wonder in the Chico area. Together with my wife and grandchildren, we cycle and hike this road
routinely. It is safe because the are no vehicles so we can enjoy looking about as we walk, including viewing the old
stagecoach ruts and envision times when this path was regularly used many years ago.
We would appreciate if the Board can take action to preserve this recreational gem.

Hi there, my name is Julian Mendoza. I am a Chico resident and have been here for six years now.
I recently learned that Humboldt Road is debating on reopening Humboldt Road to vehicles. I really think the road
should remain closed to vehicles since the road is so much better without them. Humboldt is safer for pedestrians, leads
to less fire risk and a really nice place to bring people.
We don't need another route up to 32. The road being open to non-emergency vehicles has been the best move and I
think it should be kept closed.
Thank you.

I'm writing to express my support to keep Humboldt Road closed to vehicles. As an avid cyclist, this road provides a
unique opportunity to complete significant elevation gain on a paved road without the danger of vehicles.
I've ridden the road countless times before it was closed to traffic and never once seen it used as a means to drive from
one end of the road to the other - it's almost exclusively used for people to park and engage in illicit activities.
There is only one private road that requires access at the top of the hill, so at most the road should be reopened to that
point (from the north) and no further, assuming the land owner has an issue with going through the gate every time
they need to access the property.
Thank you,

Subject: Keep Old Humboldt Closed to Vehicle Traffic
Good Morning,
As a Chico resident and member of the community I am writing to plead that Old Humboldt road remain closed to
vehicle traffic. Since its closure and recent upgrade to a recreational path it has tremendously added to the lives of our
community. Meanwhile it doesn't harbor people who used to camp on the historic wagon tracks left by the pioneers
that settled California. As a cyclist and father I now frequently bring my kids there to exercise and train for cycling
events there.
I sometimes used it to cycle (always in a group of adults) in the past when it was open to cars. But it was a difficult and
potentially dangerous experience. I regularly saw people who seemed to be strung out on drugs while living in piles of
trash strewn around decrepit cars and possibly trading sex out in the open. It was a horrific crime infested wasteland
that has been transformed into a recreational gem that will uplift our community towards a stronger tax base. That is
because outdoor recreation can bring in more tourism and can be an incentive for people to move here. For example, in
a recent discussion with future potential applicants to our medical group I was able to speak about the great new
recreational opportunities that we have here for an outdoor oriented family. Opening it up to traffic would offer a
redundant path of vehicle traffic as it would destroy this recreational gem.
I strongly urge you to maintain the current status of this local asset and keep it free of vehicles.
Thank You,
Mehdi Sattari, MD

Hi:
I would like to add my voice for keeping upper Humboldt road closed to traffic. The closed section of Humboldt road is a
beautiful and unique roadway that offers a variety of recreational opportunities for county residents. On a typical day as
I bike ride up Humboldt I might encounter couples walking, families with small children, runners, dog walkers, and other
cyclists. Everyone is friendly and respectful.
This is very different than how the road used to be when trash and broken glass were common. Previously, the area also
attracted “undesirable” individuals who made others question their safety as they used the road.
Please continue to keep upper Humboldt road closed to vehicle traffic and support individual and families who value this
unique community resource.

Greetings,
Please accept this email as support for the continued closure of
Humboldt Rd to Vehicular Traffic between Chico City Limits and State
Route 32.
My observations as a nearby resident are:
• About 100 users in a 4 hour period is not uncommon (if the
weather is nice)
• Homeless trash and fire incidents are non-existent now
• Provides for a safe, beautiful area for recreation and public
health
• Provides for an anxiety free area to get a great workout/training
on the bike without having to worry about motorists.
• Highlights the historical nature of the route for all to enjoy with
visible wagon ruts near the bottom gate.
Thank you.

As a cyclist in Butte County, I have ridden Humboldt Road often. The recent restoration and paving was done specifically
for cyclists and is used by so many cyclists as well as hikers, dog walkers and others who enjoy one of the few places
where we don't have to compete with vehicles and can get out and enjoy the beauty of Butte County's foothills.
I urge you to continue the closure to vehicles and keep this as the gem it is for locals as well as visitors to our area.

Subject: Keeping Humboldt Road closed
Hello,
I was surprised to learn recently that the closure of the repaved and gated Humboldt Road to motorized traffic was
considered temporary, and that opening it to traffic is being seriously discussed. Back when the crumbling road was
open to traffic, the area was notorious for drug trafficking and prostitution. The grounds were littered with needles,
glass, and garbage. Police were called to the area often. As a cyclist who lives in the area, I would take my chances with
the cars and trucks on highway 32 rather than use the old Humboldt Road.
Since its revitalization the road has become a popular, safe, and car-free place for cyclists and walkers to enjoy the
outdoors and get some fresh air. The repaved surface has something to do with this, but perhaps the larger contributor
are the two gates that keep motorized traffic, and all that comes with it, off the path.
Pedestrians and cyclists have few places to enjoy in Chico that are car-free. Cars and trucks have a much more
appropriate road to use with highway 32 running parallel. And I doubt that the newly laid Humboldt asphalt was
designed with motorized traffic in mind. I would predict that opening it to motorized traffic would damage it quickly.
Please protect this gift to the Chico community by making the gated closure permanent. Let's not allow Humboldt Road
to the blighted area it used to be.
Sincerely,
Craig Mathews

To whom it may concern,
I’m writing this as someone who’s used Humboldt road since its reopening for cyclists only, at least 6 times a week. It
allows me to conduct workouts in a safe manner without the fear of being hit while riding. I know for a fact that on any
given fair weather, and even some poor weather, Saturdays I’ll pass at least 15 cyclists and 8 people walking with
children and dogs in an hour span. I ask you, where are these people supposed to safely walk and ride? Humboldt road
has been my go to location to bring new cyclists who aren’t totally comfortable with riding around cars yet.
Opening the road up to motor vehicles poses a threat on not only the cycling community but also local school sports
programs, as I’ve seen on multiple occasions the local high school mountain bike team and the local Long distance
running teams out on Humboldt performing hill repeats.
Thank you,
John

Subject: Humboldt road closure
To Butte County Board of Supervisors,
My name is Bobby Hastings and I am a Chico resident who runs Humboldt road usually every Tuesday, along with friends
of mine. Since the road has been closed to vehicular traffic, it has become a safe place to run not only for runners, but
also for walkers, hikers, and bikers. Also, since the Chico Velo has donated time and money to clean up and pave
Humboldt, it has become an even safer surface to run on.
The current layout of the road is one that is a bit more narrow than the typical Chico area road. If vehicle traffic is
allowed, the high risk of injury seemingly would increase dramatically. There also is really no shoulder along the road on
either side, which would have to be used by a runner like myself to "jump" out of the way of speeding vehicles going up
or going down. Some of the current Board members may recall the trash that was always dumped along the road and
various areas where vehicles were parked with folks participating in questionable activities!
I would urge the Butte County Board of Supervisors to not only vote "yes" for the current proposal of the extended 18
month period, but also to encourage the Board to vote "yes" to permanently close Humboldt road to vehicular traffic.
Thank you for your consideration.
Sincerely,
Bobby

Dear Butte County Board of Supervisors,
As an avid recreational cyclist, runner, and outdoor enthusiast I support the vehicle closure on Old Humboldt
Road.
This recreational opportunity provides our community with a safe place to walk, bike, or run and the
historical significance of Old Humboldt Road is now protected. I have used Old Humboldt to ride and run for
45+ years. Before it was closed to cars it was a dumping ground and high drug use area. Now it is quiet, clean
and safer than ever before.
I ask that you renew the closure of the road so it remains a safe, clean recreational space that enhances the
quality of life for our community. Thank you for your consideration.
Sincerely,
Michael Crumm

As a regular user of the Humboldt Road biking and walking path, I encourage the Butte County Board of Supervisors to
extend the temporary closure for the stretch of road that runs between Stilson Canyon Road and Hwy 32 in Chico for an
additional 18 months or longer. I would love to see this closure made permanent. Every time we use that closed
portion of the road, there are multiple users – hikers, runners, walkers, and cyclists. Maintaining this road closure would
honor the private donation that repaved the road and made it accessible for recreational use.
Since property owners and emergency service vehicles have continued access, there really is no need for other vehicles
on that portion of Humbolt Road.
Thank you for your consideration.

I need to share my feelings regarding the permanent closure of Humboldt Road to automobile traffic. I am solidly in
favor of the closure.
Formerly, the deserted roadway was a destination for drug users and car thieves. Since its closure I have seen a huge
increase in "legal" usage of that stretch. The number of cyclists has exploded, and I see families and seniors walking the
road as well.
I have attached a screenshot from the Strava app which local athletes use to track their workouts and mileage. I believe
the statistics from that screenshot should help quantify usage of the Humboldt Road bike path facility. It shows over
3600 unique cyclists have used the closed section of Humboldt road, and it gives an indication of the frequency with
which some users some users go there.
Please don't open this road again to automobile traffic.
Thank you,
Steve Twist

Hello-
This message is written on behalf of our household, Ken and Bonnie Chapman of Chico. Please do not allow cars to
access old Humboldt Road. This is one of the few places outside of Bidwell park that bikes and walkers or runners can
enjoy car free space. There is equivalent access to the same route on Highway 32. Old Humboldt was recently repaved
by a donor so that the roadway would be amenable to cyclists. A reversal in the current state, allowing cars would ruin
this gift.

Hello,
Please keep Humboldt Road car free. It is an absolute treasure Chico can be so proud of. Training for bicycle events with
elevation is not easy because most hilly/mountain roads don’t have big shoulders for bicyclists and are therefore quite
dangerous. I was training for the Olympic Discovery Trail that goes along the top of Washington state and has some
significant climbs. Humboldt Road makes this such a joy.
Keeping Humboldt Road safe for bicyclists is remarkable in our car centric society and is important because bicyclists are
not being given nearly enough consideration in transportation planning.
Please keep Humboldt Road closed to cars.
Sincerely,
Felicity Brown

As an avid recreational cyclist who recently as moved to Chico, I appreciate the vehicle closure on Old
Humboldt Road!! It has been incredible to see the recreational infrastructure that the Chico area offers. I
highly value and appreciate the commitment this region establishes for individuals to recreate and its focus
on our health and happiness. You don’t find options like Humboldt road everyone and I quite frankly, can’t see
the benefit to opening this road back up to traffic.
This recreational opportunity provides our community with a safe place to walk, bike, or run and the
historical significance of Old Humboldt Road is sentimental to the community- our access to it is highly valued

I ask that you renew the closure of the road so it remains a safe, clean recreational space that enhances the

Hello, I want to encourage the county to keep Old Humboldt Rd closed to automobile traffic. I am a cyclist and have
really enjoyed having a place to ride that feels safe. Chico has grown tremendously since the camp fire and since then it
has been increasingly difficult to find a safe place to ride or walk. The traffic has increased as well as all the people living
on the bike paths and in the park. When walking or riding up Humboldt it appears that individuals and families are just
outside enjoying nature. It feels a little like old Chico. Thank you for considering keeping the road closed Bonnie Erickson

To whom it may concern,
My husband and I grew up in Chico, moved away for our careers and now after more than 30 years away have chosen to
retire here. Since we lived above the snow line, we spent many weekends in the winter driving down the mountain to
ride our tandem. Humboldt road was a favorite since it had a nice climb and little traffic due to rough pavement.
However it was always disheartening to see the nefarious activity, dumping and destruction of the historic Chico rock
walls. If Humboldt road with its smooth new pavement is reopened to cars it will likely become a dangerous ‘short cut’
to the highway. Today it is a beautiful, safe, clean and historically preserved place to ride or walk. Thank you for and
please don’t take it away.

Anna Stewart

I am writing to express my support for the permanent closure to motor vehicles of the part of Humboldt Rd that has
been re-paved for bicycle and foot traffic. This stretch of road is a treasure for multiple types of recreation and fitness
activities open to all citizens. Not only is it heavily used, it is also taken care of by the people who use it. Most
prominently, it was resurfaced and revitalized with a private donation. The current situation with a gate allowing private
property owners full access while keeping the road safe for cycling and walking/running is ideal.
Please vote to make the closure to motor vehicles permanent.

It is extremely important that Humboldt rd stays closed to cars. My husband and I use it every week for bike rides. It
provides a great safe recreational area for everyone in Chico. We see young children with parents and elderly individuals
walking and biking daily. Prior to the closer we saw prostitution, drug dealing and illegal dumping of mattresses and
trash along the road. I believe nobody wants to go back to this experience.
Please support this beautiful and important recreational road staying car free and free of criminal activity.
Thank you

Hi and thank you to all of you hard-working Supes! I'm a resident of Butte County (2050 Springfield Dr, Chico) and a huge
fan and regular user of the Humboldt Rd extensionthat is currently closed to vehicles.
I've lived here for 25 years and have witnessed the transformation of Humboldt from an unsafe and sometimes scary
place, to a huge asset to our community. Gone are the drug deals, dubious/illicit meet-ups (oh, the things I've seen out
there!) and litter clean-ups that have included everything from car engines to couches to syringes.
Now, the Humboldt extension is used literally by hundreds of people daily - walking dogs, running, hiking with their
children and biking. It is pristine and well loved. People pick up trash, keep it clean and even go out there to sweep the
road after rainstorms!
Please give the highest consideration to making this road closure permanent!!
Thank you!

Subject: Extending the temporary closure of Old Humboldt Road to vehicles
Dear Butte County Board of Supervisors,
As a cyclist, triathlete, and member of the outdoor recreational community in Chico, I have greatly appreciated the
current vehicle closure on Old Humboldt Road. It has provided our community with a safe and clean place to bike, run,
and walk. Having a separate road to ride my bike without the potential of conflicts with vehicles has been a huge
benefit. I have seen more people using Old Humboldt Road after the closure to vehicles, and especially after the road
was recently repaved.
Furthermore, the historical significance of Old Humboldt Road is sentimental to the community -our access to it is highly
valued and enjoyed. I ask that you renew the closure of the road so it remains a safe, clean recreational space that
enhances the quality of life for our community. Thank you for your consideration.
Sincerely,
Alyssa Caldwell

Honorable Clerk-
I am writing to express my opinion of the Humboldt road closure motion.
As a cyclist and outdoor advocate in the Chico area for the last 30 years, I have been amazed at the difference the
closure of that road has made for the active community in the last year. Having a scenic, safe and accessible road has
meant greater access to the recreational treasures of this area. These treasures draw walkers of all ages, runners of all
abilities and exploring hikers; as well as cyclists.
Having this road closed has multiple benefits for the active community. Not only is it a very enjoyable "out and back"
route, but it serves as a safe conduit to upper park and beyond. This keeps cyclists separated from the potential dangers
of riding on highway 32 for the redundant portion.
Lastly, there appears to be no benefit to opening the road to traffic. This road is a historical remnant which has been
bypassed for modern vehicle traffic.
Considering all aspects of making the closure of Humboldt road permanent, the option that makes the greatest sense for
the entire community is to keep it closed.
Thank you for your careful consideration and decision to make Butte county safer, more active and more accessible to
the general population.
Kindly,
James Plummer

Subject: Preservation of Humboldt road as a Recreational Trail
Subject: PreservaƟon of Humboldt road as a RecreaƟonal Trail
Dear BuƩe County Board,
I am wriƟng on behalf of myself and countless members of our community who deeply value Humboldt road
as a safe, car-free space for cyclists, runners, walkers, and families. Since its closure to vehicular traffic, it has
become a beloved and essenƟal recreaƟonal corridor, providing a safe, peaceful environment for outdoor
acƟvity that is otherwise difficult to find on our busy roads.
What makes Humboldt even more special is that it was only recently repaved and improved through a
generous private donaƟon from a local cyclist—someone who recognized its value to our community and
invested in its future. To now open the road to cars would not only compromise the safety of those who
cherish it but also undermine the generosity and goodwill behind its restoraƟon. It would be fundamentally
wrong to capitalize on this privately funded improvement by prioriƟzing vehicle access over the well-being of
the many residents who use it daily for exercise and recreaƟon.
The overwhelming community support for keeping Humboldt car-free is undeniable. It has become a
gathering place, a space for health and connecƟon, and a shining example of how public spaces can be
repurposed for the benefit of all. Reintroducing vehicle traffic would strip away these benefits, forcing cyclists
and runners back onto unsafe roads and undoing the progress made through private generosity and
community effort.
We urge you to recognize the importance of Humboldt in its current form and to take acƟon to preserve it as a
dedicated recreaƟonal trail. The posiƟve impact it has on our community’s safety, health, and quality of life is
immeasurable, and we sincerely hope you will stand with us in protecƟng it.
Thank you for your Ɵme and consideraƟon. We would be grateful for the opportunity to discuss this maƩer
further and look forward to your support in keeping Humboldt a safe and car-free space for all.

Subject: Keep Humboldt Closed to Vehicle Traffic
Good Morning,
I am writing to you to plead strongly that you keep Humboldt Closed to vehicle traffic permanently. Currently,
great efforts have been made to beautify this route and preserve the historic wagon wheel ruts. It is a
beautiful place to walk, bring your leashed dog, and ride bikes. I am a local RN and cyclist and I ride this route
regularly. I used to have to ride it with a friend when it was open to vehicles because it was unsafe. It was not
uncommon to encounter cars or RV's parked up there for extended periods, loose dogs, discarded mattresses
and trash, and generally people who were up there to camp and use drugs. Now, I feel safe to be there alone
and enjoy the area and I have noticed that others do too. Why would we ruin that? I don't see a single reason
that vehicles need to travel there with the exception of maintenance. The 32 route is accessible just adjacent
to this road and allows anyone who needs to travel by vehicle to do so. This also keeps more cyclists off of the
main 32 route because now Humboldt is so nice and well-paved it is preferred. As many of our other bike
paths have been made unsafe by the presence of the homeless population, I appreciate having a place where I
can go to enjoy nature, solitude, and get a good workout.
We should be focused on creating more safe and beautiful spaces like this so that we can attract tourism to
the area. Not create another area that will, almost immediately, become an unsafe eyesore if vehicle traffic is
allowed. Honestly, it is currently the only barrier from this becoming yet another "camping spot" that tax
paying locals can no longer enjoy safely. If you don't believe me, please ask me how often I have taken care of
people who were bitten by dogs, thrown from their bikes to be robbed, or assaulted unprovoked when
attempting to go past encampments...I'm an RN in the Emergency Room. Please be part of the solution and
keep the safe spaces we still have safe for those who enjoy them.
Sincerely and With All Due Respect,
Jenny Brown

Subject: Humboldt Road Temporary Road Closure
Dear Butte County Supervisors,
As a local runner, cyclist, outdoor enthusiast, and community member, I am writing to advocate for the extension or
permanent closure of Old Humboldt to vehicular traffic.
Old Humboldt Road has provided a safe, protected area for cyclists, walkers, runners, and more to recreate safely
without the fear of being struck by a vehicle. Further, it has removed some of the previously unsafe elements of Old
Humboldt, including abandoned vehicles, drug use, drug sales, inappropriate public behaviors, and most of the illegal
camping that previously inundated this area. As a woman, Old Humboldt previously felt unsafe, even when running in a
group. On several occasions, we had encounters on this road that left our group uneasy- including a man pacing with a
machete, individuals under obvious drug and alcohol intoxication, and no end of illegal campsites and abandoned RV's,
garbage, and vehicles.
Now more than ever the citizens of Chico and the surrounding areas need safe places to come together, form
community, and recreate safely. Since the closure, Old Humboldt has become a welcome and far safer area to host
community runs and workouts, both for our women's running group, mother's walking groups, and our cycling team.
The gates at the top and bottom of the hill allow for vehicle traffic when needed or in case of an emergency event- but
there is no other reason for regular vehicle traffic to be needed on Old Humboldt Road and few people using that road
were there for wholesome reasons.
I urge you to extend the closure of Old Humboldt Road to all vehicle traffic, and appreciate your time and consideration
of the matter.
Sincerely,
Kirsten L. Starmer

Subject: Humboldt Road Closure
I wanted to take a moment to express my support for keeping Humboldt road closed. I'm a born and raised Chico native
and avid cyclist. Humboldt road is one of the last safe places to ride, jog or walk without worrying about traffic or
"campers".
My family and I use it several times a week. Not only for its safety, but it's beautiful views of the city at sunset and the
historic rock wall. Keeping it closed for all of us to use, traffic free, is a wonderful way for the City to provide another
place to enjoy the City. It is one of the places I always take friends and family visiting from out of town. They're always
impressed that we have so many amazing venues for enjoying the outdoors.
There is no downside for to the City to leave it closed. The pavement was donated and the roadway will be relatively
maintenance free for years to come. Opening the road would not provide any change to the flow of traffic between
Chico and Forest ranch, as highway 32 is a much better route for cars. The gates could even be opened in the event it
was needed as an emergency evacuation route.
We love and using Humboldt Rd as a bike and walking route, It is one of the highlights in the the already great Chico
lifestyle. Thank you for considering to make its closure permanent!

Good Morning,
I am reaching out to provide my support toward the continued closure (for motor vehicles) at Humboldt Rd. This place is
a real asset to the pedestrians and cyclists in our community. As a cycling enthusiast, I have been on the closed section
of road dozens of times since it was repaved and I really appreciate the safe environment to recreate in. My 5 year old
son also has enjoyed this area with me on a few occasions. It’s one of only a few areas where people can escape vehicle

Please continue to keep this area safe and accessible to pedestrians and cyclists while prohibiting vehicle traffic on

I was lucky enough to be born and raised in this beautiful town. Our business required us to relocate. We would
however drive down the hill in the winter months to ride Humboldt Rd. The weather was warmer and because the road
was in such a state of disrepair, traffic was light and speeds were slow. The one drawback was the huge volume of illegal
dumping, it was really quite a shame.
On retirement we moved back home to Chico. The remediation of Humboldt has been amazing. Please don’t open this
wonderful resource to vehicle traffic. It will only lead to the return of illegal dumping. Further, now that it’s repaved
vehicles will travel at a much higher rate of speed. And to what end? Vehicles have hwy 32 a mere 200 yards to the
north.
Please leave this road closed to vehicular traffic.
Thanks

Dear Butte County Board of Supervisors,
I am writing to express my appreciation for the dedicated recreational space provided by the recently improved Old
Humboldt Road. This approximately two-mile stretch of smooth asphalt has significantly enhanced the unique charm of
Chico and offers a safe haven for recreational activities.
The opportunity to cycle on this road without the concern of vehicle collisions is truly a gift. Cycling is a relaxing and
peaceful activity that allows one to enjoy the wind in their hair and the sun on their face, which is often difficult to fully
experience when contending with cars passing just feet away.
It is quite rare to find a cycling path that is completely free from motor vehicle traffic. Such dedicated spaces are
invaluable for promoting safe and enjoyable outdoor activities, encouraging a healthier lifestyle, and fostering a strong
sense of community among cyclists and other recreational users.
I understand that if this road were essential for specific access, opening it might be necessary. However, considering the
cycling community's substantial financial contributions to preserve this road for non-motorized recreation, I hope these
efforts will be considered in decisions regarding its access.
Thank you for your attention to this matter.

Dear Butte County Board of Supervisors,
I am a resident, homeowner and active voter in the city of Chico. I personally utilize the portion of Old Humbolt Road
that is closed to cars an average of four times per week. I am a cyclist and use that section of road to train, away from
vehicle traffic and I also bring my four-year-old son there as a safe place for us to exercise and enjoy nature.
Additionally, many members of my family including my elderly parents utilize that area for walking.
I strongly support keeping this section of road closed to vehicle traffic. As a Registered Nurse I see a tremendous public
health benefit to providing somewhere that the public can safely exercise, especially since there is a more direct and
appropriate route for cars (highway 32).

Hello,
I hope I have the correct email address here to send my public comment in support of the bike path remaining open.
I support the extension of this bike path's operation for the additional 18 months, and ideally I support it remaining
open in perpetuity. Chico's bike infrastructure needs to continue expanding into the future to serve its residents'
transportation and recreational needs.
Humboldt Road serves as an excellent recreational pedestrian and bike path, allowing safe separated access to the
transition between the valley floor and the foothills outside of Upper Bidwell Park. As is precedented by sections of both
South Park Drive and Petersen Memorial Way, restricting and banning automobiles in areas of Lower Bidwell Park helps
to expand safe access for people outside of cars. The park serves as both a recreational facility and as active
transportation connections. This kind of infrastructure is needed for better environment and economic development.
On another note, was the public notice that is currently posted near the bike path also available to view online? I think
it's important that this and other public notices are made available in multiple channels, online and offline. Public
information like this should find its way to our attention by all appropriate means.
Thank you for taking comments,
Mason Rafferty

Subject: Renew the closure of Humboldt Road
Hello,
I am writing to express my support for the continued closure of Humboldt Road.
Since Humboldt Road has been repaved and closed to traffic, I've enjoyed walking and bicycling on it with friends. It's
clean and feels safe since there are no rvs or other vehicles parked on it as there were in the past. It's a treasure - a
quiet, peaceful place to go for a great view of Chico and the valley, a place to see the wagon ruts and the site of the old
wayside stop from a hundred years ago. We owe a debt of gratitude to the Butte County Board of Supervisors and to
Kirk Monfort for investing in its improvement and protection.
Please vote to continue keeping Humboldt Road closed to car traffic.
Thank you.
Respectfully submitted by
Nancy Praizler, Chico resident

To whom it may concern, I write today to encourage you to continue the closure of
Humboldt Road east of Bruce Road in the Chico area. This is a wonderful space for walkers,
joggers and bike riders. As the population of Chico's east side continues to grow this facility
will continue to become more important in the health and well-being of the residents in the
area. As a rehabilitation nurse I can assure you that this "pedestrian path" will positivly affect
the health of the populice.

I am writing to say that Humboldt road is not a necessary through street for cars. I believe that it should be closed to
cars and used by pedestrians and cyclists. It is a narrow road that if it were open to vehicles, it would reduce the safety
to bikes and people. Also, dumping and broken glass bottles from drinkers was a common occurrence when cars were
allowed up there.

Dear Butte County Board of Supervisors,
As an avid recreational cyclist, I appreciate the vehicle closure on Old Humboldt Road.
This recreational opportunity provides our community with a safe place to walk, bike, run or take the dog out and the
historical significance of Old Humboldt Road is sentimental to the community- our access to it is highly valued and
enjoyed. Furthermore, as a home owner who lives in close proximity to Old Humboldt, I am relieved that there are no
longer multiple groups or individuals "camped" along the side of the road with the corresponding increased risk of a fire
and significant littering and pollution with discarded waste.
I ask that you renew the closure of the road so it remains a safe, clean recreational space that enhances the quality of
life for our community. Thank you for your consideration.
Respectfully,

I understand the board of supervisors is meeting on the 25th of this month to discuss whether or not to keep Humboldt
Road closed to vehicular traffic .
Prior to the original closure, I worked with the group Respect the Walls. Every Saturday we would start at the bottom of
the road and work our way to the top, cleaning up trash, including large appliances and furniture. At that time the road
surface was in horrible shape, large sections of pavement missing and the rest potholes.
Last spring, a private citizen paid to have the road completely repaved for light duty use such as, bicycles and
pedestrians. I fear if it is reopened to vehicular traffic the new surface will not be able to sustain vehicle use and will
once again rapidly become in disrepair as well as a dumping site again.
Thank you for listening to my concerns.

cycle it two to three times a week, and so I am very aware of how many Chicoans use it and love it. It has

I strongly encourage you to renew the road closure.

Chico Velo was founded in 1981 with a mission to promote bicycling for transportation,
recreation, and health through education, advocacy, and community stewardship.
Old Humboldt Road has been a popular hill climb for bicyclists, runners, and walkers for many
years, especially after being closed to vehicles in 2020 through the joint agreement between the
City of Chico and Butte County. This route provides a uniquely safe recreation opportunity
within the City that is free from vehicular traffic.
In 2024, Chico Velo worked with a private donor to repave the closed section of Old Humboldt
to provide a better experience for recreational users. Data from popular fitness apps indicates
there are now over a hundred unique visits every month to Old Humboldt Road for biking,
running, or walking. The new pavement does not meet the requirements for regular vehicular
traffic and with alternative routes available for vehicles via Highway 32 to the recently expanded
Bruce Road, a vehicle route on Old Humboldt Road is unnecessary .
The road was originally closed to cars to reduce vandalism, illegal dumping and other activities
that were occurring. This would likely return if the road was reopened. Keeping the road closed
to vehicular traffic will also aid in the preservation of the historic wagon wheel tracks that are
present along this route.
For these reasons, Chico Velo strongly supports the renewal of the closure and believes it is in
the best interest of our community to preserve Old Humboldt Road as a recreational space for
our citizens to enjoy safely.

This is one of the few areas in town that allows us to ride our bikes without having to worry about getting hit by a car.
Additionally, when this road was open, it attracted drug use, alcohol use, and garbage. Increased wildfire hazard should
also be heavily considered.

Hello,
I understand the board is going to be discussing whether or not to keep Humboldt road closed to Vehicular traffic.
I would like to strongly urge the board to continue to keep the road closed. It is essential In order to preserve history
with the old wagon roads and even the rock walls.
Also, since the closure there has been a large amount of wildlife repopulating the area and would be at risk of being
struck by a motorized vehicle.
Additionally, a citizen paid to have the full 3 miles paved. However, he had it paved for the weight of bicycle traffic, not
vehicles. The road cannot withstand motorized vehicle traffic, and in a short time would be back to the potholes which
would be need to be maintained by the city and county.

To whom it may concern regarding the upcoming review to leave Humboldt road closed or reopen it.
Please keep upper Humboldt road closed to vehicle traffic. A lot of work done on Upper humble road, repaving it for
pedestrians, putting in signage, and making it an attraction for cyclists across Chico Butte and realistically anybody who
comes up to Chico for a road ride or to do the wildflower. It also serves as safe access to trails off of highway 32. I am
the CEO of the North State Composite Mountain Biking team and during rainy days we practice on this road because it's
a safe place for our kids to build fitness. Currently our team has approximately 80 athletes across junior high and high
school. When considering whether or not to reopen this road, please consider the impact to recreation it would have in
the area. My request would be that it stays closed to vehicle traffic.

Subject: Humboldt Road Closure Review
Hello,
I'm writing in regards to the closure and review of Humboldt Road along Highway 32 in Chico. First, thank you for
closing it to start with to see how it went. As a cyclist (road and mountain bikes) I have really enjoyed having the road
closed.
Having resided in Chico since 1991 and riding bikes most of those years I have seen Humboldt Rd go through many
phases. Most of those phases were not a positive. In more recent years, the road have been pretty well overrun with
transients and trash dumpers. It became pretty sketchy to use the road riding or hiking. It always felt like the City of
Chico and Butte County turned their back on the condition of the road as that helped curb the usage somewhat. I didn't
mind the rough road for the same reason.
Moving forward to the road being closed, it had really blossomed as a great road for non motorized recreation. The
number of cyclists, runners and walkers has really shot up, many of who access the road from the top (County). People
seem happy, friendly and feel safe.
Humboldt road offers a safe option for many user groups and is one of the only 'hills' around that does not have vehicle
traffic.
Regular User Groups
Cyclists, gives a place to ride away from vehicle traffic, which is really nice during the short daylight days of winter
Mountain Bikers, gives a route to ride up staying off Highway 32 most of the way to access Bidwell park from Highway
32.
Runners, very common now to runners out there training during the day and dark hours
Walkers/Hikers, like runner, see many people out there with and without pets
North State Composite MTB Team, Often see the local kids MTB team out there training, more often when Bidwell Park
is closed to MTB use.
Having Humboldt Rd remain closed to vehicles would be wonderful. With how it used to be when traffic was allowed, I
don't see much of a positive to it being opened back up.
Please work with the City of Chico to continue the closure.
Thank you for your time, Tom Embree

I am writing to ask that Humboldt road be closed to cars permanently. Not only is this an amazing place for people to
ride and walk their dogs without the worry of cars but I feel that it will protect it from what has happened in the past
such as dumping garbage, parties, etc.
