Since the 38A special assessments have been removed from the public eye, it's good that the exorbitant costs are now being made known. It is also noteworthy that the scope of work on pages 518 and 554 differentiates between requirements in Zone 1 and Zone 2, following state guidelines, while the county's ordinance itself fails to differentiate. It is a statutory violation to have Combustible Material such as wood chips within 100 feet of any Building. Yet these contracts allow contractors to broadcast chips into Zone 2 as long as they're cleared from Zone 1. If that's how Chapter 38A is being enforced, it's time to revise the wording to emphasize Zone 1 and Zone 0. The prices on pages 560 and 561 are above market. Public Works hires staff to do this sort of work within public rights of way. If this is something we are going to keep paying to do on private property as well, probably better to bring it in house. The prices on pages 524 and 525 are out of bounds, and the contract with Bamford should not be amended to expend more public dollars for so little. John Stonebraker Magalia, CA
