Re: Comment 2 on Interim Risk Reduction Measures
Dear Mr. Cruzen:
This is in response to a letter dated February 28, 2024, from Mr. Robert Ellis, that
submitted a response to address our comment 2 on the Probable M aximum Flood (PMF)
study for Bucks Creek, DeSabla-Centerville, and Upper North Fork Feather River
Hydroelectric Projects, FERC Nos. 619, 803, and 2105, respectiv ely. We have reviewed
the submittal, and we have the following comment:
x We generally agree with your response that the water surface elevations used
between the 2010 and 2017 studies are not significant for the dams in the Buck
Creek, Desabla-Centerville, and Upper North Feather River Proje cts.
However, for Belden Forebay, the peak PMF water surface elevati on has
increased by 1.3 feet (3,001.3 ft vs 3,002.6 ft). Determine if this increase
requires an update to the latest inundation maps and the Emergency Action
Plan.
Within 45 days of the date of this letter, please address our comment or provide a
plan and schedule to address our comment. File your submittal using our eFiling system
at https://www.ferc.gov/ferc-online/overview . When eFiling, select Hydro: Dam Safety;
San Francisco Regional Office from the eFiling menu. The cover page of the filing must
indicate that the material was eFiled. For assistance with eFi ling, contact FERC Online
