Pacific Gas and Electric Company’s (PG&E) Bucks Creek Hydroelectric Project, Federal Energy
Regulatory Commission (FERC) No. 619. FERC issued a new license for the Bucks Creek Project on
June 16, 2022. State Water Resources Control Board 401 Water Quality Certification Condition 21 and U.S. Department of Agriculture, Forest Service’s (“Forest Service”) section 4(e) Condition No. 55
require the licensees implement the Bucks Creek Recreation Management Plan (RMP). Per Section 6.1 of the RMP, a summary of the meeting, including the meeting agenda, discussion
points, Forest Service comments, and any agreements reached, must be filed with FERC within 60
days. The Annual Recreation Meeting was held on March 27, 2024 . The meeting summary and

Leslie – Grizzly Forebay wood piles – Forest fuels folks received the request to burn piles, but
Forest has not been able to get up to the site to burn.
Jim - The RMP text describes a 5-year, multiphase project development process. The table in
the RMP has major projects starting in Year 1, which differs from the text of the RMP. RMP
does not include a lot of information/detail on projects and more info from and coordination with
the Forest Service is needed. PG&E presented updated RMP schedule intended to promote
successful project development, coordination, and review activities while aligning TMP/RMP
projects and reducing impacts to recreation season.

Jim - What are the expectations for a project description for a simpler project like the Grizzly
Bear Box/Rest Room Replacement. Food lockers and restroom are approved suppliers/designs
so 30%, 60%, and 90% is not applicable, correct?
Leslie replied that our typical PD is acceptable and a 100% design would be acceptable.
Leslie – will we be able to remove trees at campgrounds that were impacted by WIFL breeding
season limitations?

Leslie – Mill Creek restroom is not yet fixed and portable toilets will still be required.

For reference: Recreation Management Plan
6.1 Annual Recreation Coordination Meeting
Licensees will schedule an annual coordination meeting with the Forest Service and other
interested parties (e.g., Bucks Lake Homeowners Association, cultural resources stakeholders29) to discuss
the measures needed to ensure public safety, manage Project recreation facilities and use, and meet
Project visitor needs, consistent with applicable laws, regulations, and policies. Licensees will
coordinate with the Forest Service to determine a mutually agreeable date for the meeting, but in
general, the meeting will be held within the first 90 days of each calendar year. Licensees will provide
an agenda and a proposed meeting date to other interested parties in advance of the meeting.
If the Forest Service is operating any Project recreation facilities, Licensees may request any
available recreational use data, from the Forest Service, from the previous year for the facilities listed
in this Plan.
The following topics will be discussed during the annual coordination meeting, at a minimum:
• Annual O&M plans for Project recreation facilities;
• Status of recreation projects from the previous year, including reconstruction of
existing recreation facilities, and any other recreation measures or programs that
were implemented;
• Recreation facilities scheduled for construction or reconstruction and any other Plan
measures or programs to be implemented, including:
– Logistical and coordination planning;
– Implementation schedule, including potential adjustments30;
– Coordination needs;
– Permitting requirements;
– Resources that will need to be protected from potential impacts associated with
the implementation of the scheduled recreation projects; and
– Treatments for addressing recreation-related impacts.
• Scope and schedule for addressing existing or emergent heavy maintenance needs
at Project recreation facilities identified during the new license term;
• Replacement of interpretive displays;
• Accessibility issues and compliance;
• Monitoring plans and schedule;
• Available recreation use data; and
• Review of the Report on Recreation Resources (every 6 years).

30 Forest Service approval is required for any revisions to the Implementation Schedule for Plan Measures (Table 3.1-1).
