Executive Summary
Paradise Sewer Project – Owner’s Agent Services

1.0 Program Status
The program has progressed into the Preliminary Design phase with the Mountain-Cascade-
Carollo team making great progress on the project’s Basis of Design. In addition, positive
progress continues with both the Environmental Permitting efforts and staying coordinated with
all stakeholder teams.
2.0 Reporting Period of Performance
April 1 through April 30, 2024
3.0 Main Accomplishments
• Supported PDB team progress on the Basis of Design Report including geotechnical
investigations, hydraulic model refinements, and project schedule and cost model
preparation.
• Aligned with project stakeholders including DFA, HCD and all utility partners (PG&E,
PID, Comcast, and AT&T). Introduced the Mountain-Cascade-Carollo team to the PCT
team (City of Chico, Butte County).
• Maintained on-going dialogue with all permitting entities. Submitted the project’s
Biological Assessment (BA) to USFWS.
4.0 Key Activities (One Month Look-Ahead)
• Facilitate the next PCT meeting, including coordination with the Butte Utility Council to
provide a Paradise Sewer Project update & overview presentation.
• Support PDB team progress for geotechnical borings, hydraulic model refinements, Risk
Register kick-off, and project schedule and cost model review workshops.
• Continue coordination of all permit applications, including interactions with USFWS,
NMFS, CDFW, CVRWQCB, CVFPB, SHPO, and USACE.
