Many of these bills relate to county government, with CSAC closely monitoring developments. ADVOCACY Back to Top 2024-25 May Budget Revision to be Released on May 10 The Governor’s Office announced it will release the revised 2024-25 budget proposal on Friday, May 10th at 11 AM. The Governor will begin a press conference around that time, which will be broadcast on the Governor’s YouTube channel. Read more. California Supreme Court Considers Constitutionality of “Taxpayer Protection and Government Accountability Act” On Wednesday, May 8, 2024, the California Supreme Court heard oral arguments for Legislature of the State of California v. Weber (Hiltachk). The case is a pre-election review of Initiative #1935, titled the “Taxpayer Protection and Government Accountability Act,” by its sponsors and given a circulating title “Limits the Ability of Voters and State and Local Governments to Raise Revenues for Government Services,” by the Attorney General. Legislative Fiscal Committee Deadlines Collide with Release of the Governor’s May Budget Revision Proposal As the curtains close on policy committee hearings in the first house, our legislative spotlight now shifts dramatically towards the fiscal committees. In the weeks ahead, bills will navigate through a labyrinth of legislative deadlines, each more critical than the last. Amidst this intricate dance of governance, the fate of many bills hinges on a pivotal distinction: their fiscal impact on the state as determined by the Office of Legislative Counsel. Read more. Federal Update – FAA Update, Farm Bill Proposals, and More Ahead of a Friday deadline, the Senate this week continued to work through legislation (H.R. 3935) that would reauthorize the Federal Aviation Administration (FAA) and the National Transportation Safety Board (NTSB) for the next five years. As one of the few remaining must-pass measures this year, the package has become a magnet for dozens of unrelated policy riders. Despite a recent bipartisan, bicameral deal, lawmakers have been unable to work out an agreement on amendments that would allow the measure to move forward. Read more. Federal Aviation Administration Adds Affordable Connectivity Program Amendment to Reauthorization Legislation An amendment has been introduced to include funding for the ACP in the upcoming Federal Aviation Administration (FAA) Reauthorization legislation. The amendment, presented by Senator Peter Welch (Vermont), proposes a $7 billion allocation to the ACP, mirroring the funding level outlined in the ACP Extension Act of 2024. Read more. Call to Action – CSAC Urges Opposition to SB 1057 and AB 2882 CSAC, alongside the Rural County Representatives, the Urban Counties of California, and others, is urging strong opposition to Senate Bill 1057 and Assembly Bill 2882. Proposition 1: Recording Now Available for First Listening Session on the Behavioral Health Infrastructure Bond Act: BHCIP Rounds 7 & 8 The recording and materials for the first public listening session hosted by the Department of Health Care Services (DHCS) on April 19, 2024, on Proposition 1 – Behavioral Health Infrastructure Bond Act of 2024 Behavioral Health Continuum Infrastructure Program (BHCIP) Round 7 and Round 8: Unmet Needs – are now available. Juvenile Titles 15 & 24 Regulations Revision Education Workgroup Meetings The BSCC is pleased to announce the Education Workgroup, which will review minimum standards in § 1370 of Title 15 Minimum Standards for Juvenile Facilities and work together to draft proposed revisions for the 2022 Juvenile Titles 15 and 24 Regulations Revision Executive Steering Committee’s consideration. NTIA Releases “The 2023 Office of Internet Connectivity and Growth Annual Report” As required by The ACCESS BROADBAND Act, which requires The National Telecommunications and Information Administration (NTIA) to submit an annual report to Congress, the NTIA released The 2023 Office of Internet Connectivity and Growth Annual Report last week. The report highlights federal investments in high-speed internet programs. Read more.
