submitted a Stage Frequency Analysis report and response to address recommendations 3 and 14 from the 11th Part 12D Safety Inspection Report for Bucks Lake Dam , which is
part of the Bucks Creek Hydroelectric Project, FERC No. 619. We have reviewed the
submittal, and we have the following comment s: 1. Under Section 4.1- Flow Frequency Curves for the report, it was noted that the
1997 flood event was estimated to be a 200-year storm event for Bucks Lake. However, when plotted in Figure 8 , it indicates that the 1997 storm had an
approximate return period of 50 years. Resolve this discrepancy. 2. The observed data shown in Figures 12, 13, 18 , 23, and 24 of the report did not fit
well with the expected reservoir stage frequency curves. Consider adding
observed historical data to improve confidence in the frequency results below the
spillway crest stage. The modeler should also consider including peak flow data
from USGS gage 11404300 Grizzly Cre ek below Diversion Dam, 1986 – 2021, to
improve confidence in Expected frequency and agreement with observed events. Or evaluate whether refinement of the curves is necessary to meet the intended

2 3. State whether Figure 12 is the recommended curve with the flashboards removed ,
reflecting operations for winter months when inflow volume is highest. The lower
end of the curve should reflect improvement in agreement with the observed conditions resulting from additional data (Comment 3). If no change is found with
that effort, a note should be added to refer to the observed stage frequency up to
the spillway crest. C onsider showing the expected curve as a grey dashed line
below the spillway crest. Confidence in the use of the expec ted loading curve for
pool loadings at, or higher than the spillway crest and observed (empirical) below
the crest, is sufficient for use in a SQRA (L2RA). Within 45 days of the date of this letter, please address our comments or provide a
plan and schedule to address our comments. File your submittal using our eFiling system
