Plan and Schedules Dear Mr. Cruzen: This is in response to letters dated May 23 , 2022 from Mr. Jan Nimick , May 31,
2023 from Mr. Andrew Fisher, and September 5, 2023 from Mr. David Ritzman that
collectively submitted the 2021 external audit report and summaries and conclusions and
a request for an extension of time (EOT) to address audit recommendations for the Owner’s Dam Safety Program (ODSP) for the projects listed in Enclosure 1. Our Project
Engineer contact information is included in Enclosure 2. We have reviewed the submittals and have the following comments: 1. Your May 23 , 2022, submittal of the 5-Ye ar Audit Report from your external
Dam Safety Advisory Board (DSAB) is acceptable. 2. The plan and schedule to address audit recommendations R-1.0, R-1.4, R-4,
and R-7 by May 31, 2024 is acceptable. We note that your initial plan and
schedules for the remaining recommendations have been superseded by the

2 3. Your May 31, 2023 , request for EOTs regarding recommendations R-1.1, R-1.2, R-2, R-3, and R-5 have been superseded by your September 5, 2023, EOT as discussed by item 4 below and your request for an EOT until January 31,
2025, to address recommendations R-1.3 and R-6 is granted. 4. Your September 6, 2023 letter request for an EOT until January 31, 2025, to
address recommendations R-2, R-3, and R-5 is granted. We note that
recommendations R-1.1 and R-1.2 have been addressed. 5. Provide an updated ODSP or a plan and schedule for doing so. Within 45 days of the date of this letter, please address comment 5. Other
comments do not require a response. File your submittals using our eFiling system at
https://www.ferc.gov/ferc-online/overview . When eFiling, select Hydro: Dam Safety;
San Francisco Regional Office from the eFiling menu. The cover page of the filings must
indicate that the material was eFiled. For assistance with eFiling, contact FERC Online
