Making Dollars and Sense in the State Capitol How the state will prioritize spending this year and beyond came into clearer focus this week as the May Budget Revision was unveiled and lawmakers took up the fate of thousands of bills. The budget release was followed by the legislative appropriations committees’ “suspense file” hearings, where more than 1,000 bills with new spending attached will either advance or die for the current budget session. .ATTENTION: This message originated from outside Butte County. ADVOCACY Back to Top CSAC Responds to Newly Released Details of the 2024-25 May Revision Budget Proposal As expected, the Governor’s 2024-25 May Revision budget proposal grapples with an even larger gap between projected and actual revenues, increasing the state’s budget problem by an additional $7 billion. What was unexpected, however, was the sparse budgetary detail delivered piecemeal between the lengthy press conference on Friday, May 10 and the statutory deadline of Tuesday, May 14. In that window of time, we learned that the Administration’s proposed cuts, if enacted, would severely impact counties’ ability to deliver on services and programs that Californian’s rely upon: the social safety net, housing, homelessness services, public safety, and infrastructure. Appropriations Committees Winnow the Universe of Bills As we reported last week, Friday, May 17 is the deadline for the Senate Appropriations Committee and the Assembly Appropriations Committee (collectively referred to as “the fiscal committees”) to hear and report bills with fiscal impacts to the floor of that house (Senate or Assembly) for a vote of the full house. Read more. A Closer Look: The May Revision & Public Safety Additional details of the May Revision were released and CSAC subsequently released the biannual Budget Action Bulletin (BAB). The Administration of Justice (AOJ) team compiled a snapshot of items that impact counties. Read more. Federal Update – Fiscal Year 2025 Spending Allocations, FAA Reauthorization, ARPA Flexibilities Earlier today, House Appropriations Committee Chairman Tom Cole (R-OK) unveiled interim allocations for each of the fiscal year 2025 appropriations bills. While the totals largely abide by the budget caps set by last year’s debt limit agreement – the Fiscal Responsibility Act (FRA) of 2023 – the proposal does not include the side deals that were negotiated as part of the FRA. Pursuant to the House GOP spending plan, total funding would be set at just over $1.6 trillion, with approximately $895 billion available for the defense side of the ledger and nearly $711 billion for non- defense discretionary programs. Proposition 1: Governor Announces Plans to Accelerate Initial Round of Bond Funding Earlier this week in San Mateo County, Governor Newsom announced his intention to accelerate the initial round of bond funding of up to $3.3 billion for behavioral health infrastructure projects under Proposition 1. According to the announcement, eligible entities – which include counties, cities, tribal entities, nonprofit and for-profit entities – will be able to apply for funding from the first round of the bond this summer. Following the Governor’s announcement, the Department of Health Care Services (DHCS) released its bond guidance for the Behavioral Health Continuum Infrastructure Program (BHCIP) Rounds 1 and 2. Volunteers Needed for State Controller’s Advisory Committee on Accounting Procedures The State Controller’s Office (SCO) is soliciting CSAC’s assistance with recruiting qualified candidates to fill two impending vacancies on the SCO’s Advisory Committee on County Accounting Procedures. California Transportation Commission to Host Policy Recommendations Workshop for Senate Bill 1121 California Transportation Commission staff will be hosting two hybrid format Policy Recommendations Workshops to inform the development of policy recommendations for the Needs Assessment as required by Senate Bill 1121. Upcoming Dates for Artificial Intelligence Discussions CSAC would like to alert counties to two upcoming discussions examining the crossroads between Artificial Intelligence and governance. Counties are encouraged to participate in the survey to help ILG shape their new public sector apprenticeship program for non- traditional sectors.
