Hendricks Canal Station 402+03 Eroded Berm Repair – Final Construction Report Dear Frank L. Blackett: This letter presents Pacific Gas and Electric Company’s (PG&E) brief final construction
report for the eroded berm repair project for Hendricks Canal , which is part of PG&E ’s DeSabla-Centerville Hydroelectric Project, Federal Energy Regulatory Commission
(FERC) No. 803. In a letter dated February 15, 2024 , FERC authorized PG&E to proceed
with the project and requested that PG&E file a brief final construction report for the project
within 90 days of construction completion. The construction project was completed on
February 28, 2024. Enclos ure 1 of this letter provides the final construction report , which includes the
completed construction activities and photo documentation . Should you have technical questions concerning this matter, please contact Gavin

1. GENERAL
This final construction report (FCR) is regarding Pacific Gas and Electric Company’s (PG&E)
project (the project) to repair an eroded section of the berm of Hendricks Canal at approximately
Station 402+03 or north 39.892089⁰, west 121.580271⁰ which is part of PG&E’s DeSabla-
Centerville Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 803 .The
purpose of this FCR is to include a summary of pertinent construction information in a concise
form.
This FCR has been prepared in compliance with the FERC requirements noted in the
authorization letter for this project, dated 02/15/2024.
1.1 Background
The purpose of this project was to repair the eroded section of the berm of the canal, improving
reliability of the canal and removing a possible tripping hazard.
Key construction milestones are listed below:
• Construction Start: February 28, 2024
• Construction Finish: February 28, 2024
Construction progress photos are in Appendix A.
1.2 Summary of Construction Chronology
A summary of the major construction activities is presented below.

• Mobilized to site.
• Removed debris and loose soil from eroded berm area.
• Backfill material was excavated from hillside abutting berm.
• Backfill placed in 6-inch loose lifts.
• Backfill compacted with jumping jack compactor with a minimum of two passes.
• Placed waddles and straw for erosion protection.
• Demobilize from site.

3. EMBANKMENTS
The embankment construction included returning the eroded berm to its original geometry.
Native soil was excavated with hand tools from the hillside abutting the berm. The Responsible
Engineer was onsite during all construction activities and ensured that backfill and compaction
was performed per the FERC-authorized Work Plan.
The adhered-to specifications are shown below:
• Prior to backfill placement the subgrade was free of debris and loose soils. Backfill was
benched to help create good bonding and reduce the likelihood of a slip surface.
• The bottom of the excavation was scarified, moisture conditioned and recompacted prior
to backfill placement.
• The backfill was free of roots, rocks, trash, organics, or other deleterious materials.
• Backfill was placed in lifts no greater than 6-inch of uncompacted thickness. The material
was moisture conditioned and compacted using jumping jack style compactor with a
minimum of two passes.
• Each lift of backfill was compacted until firm and unyielding and approved by the onsite
engineer prior to placing subsequent lifts.
