Forest Service Concurrence Letter for Minimum Instream Flow Temporary
Amendment Dear Secretary Reese: This letter presents a concurrence to Pacific Gas and Electric Company's (PG&E) application for a minimum instream flow (MIF) temporary amendment f or PG&E’s Poe Hydroelectric Project, Federal Energy Regulatory Commission (FERC) No. 2107. PG&E
filed a MIF and tributary access monitoring temporary amendment request with FERC on
October 24, 2024. The U.S. Department of Agriculture, Forest Service (Forest Service)
provided concurrence to PG&E for the temporary amendment on May 9, 2025. (Enclosure 1) includes the record of the Forest Service’s concurrence. If you have questions or comments regarding this matter, please contact Anna Urias,

Dear Ms. Urias:
This letter responds to Pacific Gas & Electric Company’s (PG&E’s) September 9, 2024, request for a
temporary variance to the minimum instream flow (MIF) for the Poe Hydroelectric Project, Federal
Energy Regulatory Commission (FERC) No. 2107 (Project). We appreciate PG&E has had several
follow-up meetings and presentations with the Plumas National Forest (PNF) and other agencies since
PG&E submitted the MIF variance request. It is our understanding that prior to approval of the MIF
variance request, PG&E must engage in Section 7 consultation with the US Fish and Wildlife Service
as well as pursue an amendment of the Water Quality Certification for the variance. PNF concurs with
the variance requested in the Biological Assessment of June 1 through November 15, 2025, under the
assumption that the conditions and protective measures from the consultation and the Water Quality
amendment processes are followed.
