FERC issued a new license for the Bucks Creek Project on June 16, 2022. License Article 401(a) requires PG&E to implement Plans required by the State Water Resources Control Board (SWRCB) 401 Water Quality Certification (WQC) conditions and U.S. Department of Agriculture, Forest Service’s (“Forest Service”) section 4(e) conditions. Condition 13 of the WQC and Condition No. 39 of the 4(e) required PG&E to create a Streamflow Gaging Plan (Plan). The Plan requires PG&E to submit a streamflow and reservoir level report to FERC for the preceding water year by January 31. Per the Plan, t he report includes the following data for the preceding water year (October 1 through September 30 ) and is provided in (Enclosure 1). Enclosure 1 includes: • Attachment 1 provides daily value summaries of the following compliance sites: o NFC12 Bucks Creek Below Diversion Dam (total), USGS #: 11403530 o NF22 Grizzly Creek Below Diversion Dam, USGS #: 11404300. • Attachment 2 provides the annual inspection summary for sites with manual valve settings to document IFR Compliance • Attachment 3 provides Daily Value tables that summarize elevations at midnight of storage sites and mean daily flow at stream discharge sites. There were no streamflow or reservoir level deviations in the 2024 water year. As noted in FERC’s January 6, 2025 letter regarding PG&E’s Annual Hydrology Summary Report for Water Year 2023 , Commission staff found that the annual report on streamflow and reservoir level should have been filed by January 31, 2024, as specified in the Streamflow and Reservoir Level Gaging Plan. The reporting deadline was not amended to align with the deadlines for compliance reports outlined in the September 22, 2022, Order Addressing Arguments Raised During Rehearing.
